An ACT to provide a method for incorporating Arlington county into a city of the first class, to be known and designated as the city of Arlington; to prescribe a form of government for said city, and provide for organization thereunder; to designate the courts to have jurisdiction thereover; and to designate the officers of said city and fix their terms of office.
AN ACT to amend and re-enact sections 1 and 2 of the charter of the town of Fairfax as originally enacted by chapter 282 of the acts of assembly of 1892, and last amended by chapter 476 of the acts of assembly of 1920 and to provide for a referendum on the question of the adoption of said amendments.

An ACT to authorize and empower the board of supervisors or other governing body of any county having an area of more than forty and less than fifty-five square miles of high land, or land above low water line or mark, to create the office of general registrar; to provide for the appointment of general registrars, fix their qualifications, compensation and duties; and to provide for abolishing the office of registrar for the several election districts in such county, upon the appointment of such general registrar.
An ACT to amend the Code of Virginia by adding thereto a new section to be numbered Section 116, making it unlawful, under certain circumstances, for certain persons to pay or offer to pay poll taxes of another person, and providing that any person who shall pay or offer to pay said poll taxes in violation of this section shall be guilty of a misdemeanor.
An ACT to amend Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, by adding thereto a new section numbered 31-a, authorizing and prescribing the method of contesting local option elections held under the provisions of the said act.

An ACT to provide for the creation of a Commission on reapportionment to assist the General Assembly in the reapportionment of the Commonwealth into Senatorial and House Districts, to prescribe the duties and functions of such commission, and to appropriate to the said commission the sum of $2,000, or so much thereof as shall be required, for expenses of the commission and the members thereof.

An ACT to validate elections heretofore held for the purpose of submitting to the qualified electors of any county the question of issuing county bonds for the purpose of funding indebtedness incurred by the county school board for school purposes, and to validate county bonds issued by county school boards pursuant to any such election.

An ACT to amend and re-enact Sections 7 and 17 of an act entitlec "An act to provide a new charter for the City of Alexandria, Virginia."
An ACT to amend and re-enact Chapter 226 of the Acts of 1936, approved March 23, 1936, relating to the appointment of general registrars for cities of the second class, so as to provide for general registrars for cities of the first class having less than a certain population.
An ACT to provide for the appointment of a general registrar for any county having a density of population of 1,000 or more per square mile, and to prescribe the duties of such general registrars.
An ACT to amend and re-enact Section 246 of the Code of Virginia, so as to permit any candidate, even though declared a nominee, to have his name printed on the ticket.
An ACT to amend and re-enact an Act designated as Chapter 402 of the Atts of 1940, approved April 1, 1940, entitled "An Act to provide for the respective jurisdictions and powers of the United States and the Commonwealth of Virginia over lands in the Shenandoah National Park acquired by the United States, the effect of which is to modify the jurisdiction ceded to the United States over certain parts of said lands as set forth in Section 7 of Chapter 371 of the Acts of 1928, and over other parts as set forth in Section 19-a of the Code of Virginia."
An ACT to provide for placing on the official ballots used in general and primary elections the names of candidates where the time for qualifying for so doing has expired under the present existing statutes and party plans of political parties, in cases where a candidate who has qualified for such purpose, or who has been nominated in default of opposition or otherwise dies or, in certain cases, retires; to prescribe the election procedure in such cases, and to provide other methods of nomination in certain cases.
An ACT to acquire the laboratory and machige shop equipment of Charles F. Thompson that is used in confection with the invention, maintenance and operation of methods and apparatus for electrical voting systems now in use in the Senate and House of Delegates of the General Assembly; to acquire the usage rights in all improvements and inventions, and a license to use all future roll call system patents; to contract with said Thompson for the systems’ maintenance, improvement and operation; to allow said Thompson the use of the shop room and tools, machinery, etc. and give him title to certain materials and parts left over from the construction of the Senate and House: systems; to empower the Attorney General to make the necessary contracts in behalf of the State with said Thompson, and to appropriate the sum of twenty thousand dollars to carry out provisions of this Act.
An ACT to amend and re-enact Sections 2 and 47, as heretofore amended, and Sections 29 and 48 of Chapter 473 of the Acts of the General Assembly of 1924, approved March 22, 1924, the said chapter providing a new charter for the City of Roanoke, and the said sections relating to the powers of the city, the issuing justice, and the issuance of bonds therein
Proposing amendment to Section 73 of the Constitution of Virginia:
An ACT to amend and re-enact Section 197-a of the Code of Virginia, relating to how certain special elections and referenda may be held and the result thereof ascertained and certified, so as to provide that the voting at any such election shall be by a positive affirmative method as therein defined.
An ACT to amend and re-enact Section 229 of the Code of Virginia, as heretofore amended, relating to primary elections and declarations of candidacy.
An ACT to amend and re-enact Sections 3 and 5 of an act approved March 29, 1923, entitled an act to amend and re-enact an act to provide for the registration of voters in cities having a population of fifty thousand or more, approved March 2, 1922, in relation to the maintenance of offices in cities containing more than one hundred and ninety thousand population according to the last United States census for the registration of voters.
An ACT to amend and re-enact sections 19b, 28, 28a, 80 and 105 of an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, and to amend said act by adding thereto seven new sections numbered 63a, 63b, 63c, 63d, 63e, 96a and 96b so as to provide for leave of absence for officers and employees of the city of Richmond serving: in the military and naval forces of the United States of America, the production of books and records of taxpayers for examination by assessing officers of the city of Richmond for the purpose of enforcing the tax and revenue laws of the State and ordinances of the City of Richmond, the refund of taxes and charges erroneously assessed by the city of Richmond and paid and the exoneration from the payment of unpaid erroneous assessments and the assessment of omitted taxes, penalties and interest, the creation of a separate department of the government of the city of Richmond to secure and promote public health and sanitation and to prescribe its powers and duties.

An ACT to amend and re-enact Section 4853, as amended, of the Code of Virginia, relating to regular and special grand juries, to make certain changes as to eligibility of grand jurors.
An ACT to amend and re-enact Section 203 of the Code of Virginia, as amended, relating to absent voters.
An ACT to amend and re-enact Sections 5 and 6 of an act entitled "An Act to provide a new charter for the city of Alexandria, Virginia."
An ACT to amend and re-enact Section 155, as amended, of the Code of Virginia, relating to the preparing and printing of election ballots.
An ACT to provide facilities and opportunity for absentee voting by members of the armed forces and certain affliated services by making certain temporary changes in the primary and general election laws of the State relating to the nomination and election of Senators and Representatives in Congress, and the election of Electors for President and Vice-President, with respect to (a) the effect of failure to register and pay poll taxes by said members upon their eligibility to vote and the furnishing of absentee ballots to them; (b) the time within which candidates for said offices shall qualify so as to have their names printed on the official ballots, and (c) the time for and method of printing said ballots, and to provide for compliance by State and local officers with the provisions of certain Federal statutes relating to absentee voting by members of the armed forces in such elections, and to limit the duration of this act.
An ACT to create a fund for the benefit of and as part of the estate of Virginia members of the armed forces of the United States and certain affiliated services; to provide for the payment, out of said fund, upon written request of any such member, of his poll tax or taxes necessary to enable such member to vote in elections for members of the General Assembly, Governor, Lieutenant Governor, Attorney General, and all county and city officers ; to provide for the registration for such elections by mail by such members who are physically unable, by reason of service in the armed forces, to appear in person before the registration officer for the purpose of registering under the provisions of Section 20 of the Constitution of Virginia; to make similar provision for registration and poll tax payments to enable such members to vote in elections for Presidential and Vice-Presidential electors and Senators and Representatives in Congress under certain conditions, and to provide certain conditions and limitations with respect to the taking effect of and duration of this Act.
An ACT to provide facilities and opportunity for absentee voting by Virginia members of the armed forces of the United States and certain affiliated services by making certain temporary changes in the primary and general election laws of the State relating to the nomination and election of members of the General Assembly, Governor, Lieutenant Governor, and Attorney General, and all county and city officers, with respect to (a) the effect of failure to register and pay poll taxes by said members upon their eligibility to vote; (b) the furnishing of absentee ballots to all qualified members; (c) the time within which candidates for said offices shall qualify so as to have their names printed on the official ballots, and (d) the time for and method of printing said ballots and the distribution thereof; and to limit the duration of this act.
