AN ACT to amend Chapter 47 of the Acts of Assembly of 1956, Extra Session, approved September 29, 1956, which authorized the Virginia State Bar to make certain rules and regulations concerning legal aid societies, to provide for enforcement and to prohibit the operation of certain legal aid societies, by adding a section numbered $-a, to make it a misdemeanor and to provide penalties for any person, firm, corporation, association, or organization of any nature who or which renders the services of a legal aid society without complying with such rules and regulations, and to provide for the disbarment of and penalties for any attorney at law who assists in rendering such services; and to provide for enjoining violations.
AN ACT to amend and reenact § 33-22 of the Code of Virginia increasing the compensation of members of the State Board of Health to ten dollars.

An Act providing for the organization of a Parking Authority as a public body and body politic and corporate by the town of Fairfax, in the Commonwealth of Virginia; authorizing and empowering the Authority to acquire, construct, reconstruct, equip, improve, extend, enlarge, maintain, repair and operate off-street parking facilities; providing for the issuance of revenue bonds of the Parking Authority, payable solely from revenues, to pay all or any part of the cost of such parking facilities; granting to the Authority power to acquire necessary real and personal property and to exercise the power of eminent domain; providing for the imposition and collection of rates, rentals, fees and charges for the use of and for the services furnished by the parking facilities; authorizing the issuance of revenue refunding bonds; exempting from taxation and assessment such bonds and the parking facilities and the income therefrom; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of any bonds issued under the provisions of this act.

An Act to amend the Code of Virginia by adding a section numbered 20-14.1, to provide that marriage licenses shall constitute authority for only sixty days from date of issuance for the solemnization of marriage ceremonies, to provide that the expiration dates of marriage licenses be placed on the face thereof, and to provide for the issuance of successive marriage licenses.

AN ACT to amend and reenact § 4-114, as amended, of the Code of Virginia, relating to the suspension and revocation of certain licenses issued by the Virginia Alcoholic Beverage Control Board, to provide for revocation or suspension of certain licenses under certain circumstances, to require notice and hearing before the Board may revoke and suspend certain licenses, and to permit the payment of costs by the licensee as a condition precedent to the removal of a license suspension.
An Act to amend and reenact § 16.1-112 of the Code of Virginia, relating to procedure upon appeal from a judgment of a court not of record in a civil case, so as to require notice of appeal to the appellee or his attorney.
AN ACT to amend and reenact § 22-166.8, as amended, of the Code of Virginia relating to the Advisory Research Committee on plans and specifications for school buildings.
AN ACT to amend and reenact § 14-155, as amended, of the Code of Virginia, relating to maximum compensation for court clerks, high constables and certain city sergeants.
AN ACT to create a joint committee of the General Assembly to study and report upon the observance, administration and enforcement of certain provisions of the common law and of certain statutes and the activities of certain persons, corporations, associations and other groups in relation thereto; to provide for the selection, compensation and terms of office of the members thereof; to prescribe the duties and powers of such committee; to require reports of the committee to the General Assembly; to provide that the Attorney General or other legal counsel shall represent said committee; and to repeal Chapter 87 of the Acts of Assembly of the Extra Session of 1956 which created a legislative committee of the House and Senate to investigate the activities of certain corporations, associations, organizations and other groups, and which was codified as §§ 80-85 through 80-41 of the Code of Virginia.
AN ACT to authorize the counties of Wise, Dickenson, Lee and Russell and the city of Norton, and the towns of Appalachia, Big Stone Gap, Wise, Pound, Coeburn, St. Paul, Clintwood, Haysi, Jonesville, Pennington Gap, Ewing, Rose Hill and Lebanon, or any two or more of them, to create a commission, to be known as “The Cumberlands Airport Commission”, for the purpose of establishing and operating airports and air navigation facilities for such counties, city and towns; and to prescribe the rights, powers, duties and functions of such commission when so formed, and of the counties, city and towns for which such commission is created.
