An ACT to provide for the payment out of the State treasury of the attorneys for the Commonwealth of the counties and cities of the State, certain fees in felony and misdemeanor cases, and to fix the maximum amount that the attorneys for the Commonwealth of the respective counties and cities of the State shall be paid in fees out of the State treasury, and to fix for them and to provide for the taxing and payment of certain fees in scire facias and other proceedings upon forfeited recognizances, and to amend und re-enact an act entitled an act to amend and re-enact section 3528S of the Code of Virginia, as heretofore amended.
An ACT to amend and re-enact sections 4 and 6 of an act entitled an act to amend and re-enact an act entitled an act to establish a general road fund for the permanent improvement of roads and bridges in Dinwiddie county, to create a road board, for Dinwiddie county, and to prescribe its powers and duties, and provide for the appointment of a county superintendent of roads, and to regulate his duties, approved March 8, 1904, as heretofore amended.

An ACT to allow the board of supervisors of Culpeper county, to create a special sinking fund.
An ACT to amend and re-enact chapter 279 of an act of the general assembly, approved March 16, 1910, entitled an act to require the State treasurer to charge off the books of his office all checks drawn by him on State depositories which have not been presented for payment within five years from the date they were issued, and to require him to certify the fact to the auditor of public accounts and to the State depositories on which these checks were drawn not to pay same.
An ACT to authorize and empower the district school boards of the county of Page to borrow money for certain purposes.
An ACT to define ardent spirits and to prohibit the manufacture, use, sale, offering for sale, transportation, keeping for sale, and giving away of ardent spirits, or drugs, as herein defined, except as provided herein; declaring certain ardent spirits contraband, and prescribing procedure for search therefor and forfeiture thereof; to prohibit advertisement of such ardent spirits; to prescribe the jurisdiction for trial and appeals of cases arising under this act; to prescribe the force and effect of certain evidence and prosecutions for violation of this act; to create the office of commissioner of prohibition and to define his duties and powers and compensation; defining intoxication and who is a person of intemperate habits within the meaning of this act; prescribing a penalty for intoxication; prescribing certain rules of evidence in certain prosecutions under this act; defining soft drinks, providing how they may be sold, regulating the sale of toilet, antiseptic preparations, patent and proprietary medicines, and flavoring extracts; exempting certain counties and cities from certain provisions of this act and authorizing additional restrictions and limitations beyond the provisions of this act as to sale, manufacture or delivery of ardent spirits in certain counties and cities; to provide for the enforcement of this act and to prescribe penalties for the violation of this act; to appropriate out of the treasury of the State necessary moneys for the enforcement of this act; and to repeal chapter 146 of acts of assembly, 1916, approved March 10, 1916 and all other acts or parts of acts in conflict with this act.
An ACT to amend and reenact sections 21, 22, 59, 65, 72, 73 and 121 of an act to provide a new charter for the city of Bristol, as amended and to repeal all acts and parts of acts in conflict therewith, approved March 14, 1908, and to add a new and independent section 125-a thereto.
An ACT to authorize the board of supervisors of Augusta county to issue time warrants to carry the present floating debt of Augusta county and to levy a tax to pay the interest upon said debt, and to establish a sinking fund to pay off said debt.

An ACT to provide for the issuing of county bonds for permanent road or bridge improvement in the magisterial districts of the county of Scott.
An ACT to provide for the commitment by any court having jurisdiction of such persons convicted therein of a misdemeanor or the violation of a city ordinance to any county or city farm; to provide for the commitment by the several courts and police justices of this State of juveniles that might be committed under the terms of an act approved March 27th, to any county or city farm; and to provide for the necessary expense of removing and delivering any person to said farm; and to provide the expense for the maintenance and support during the period of his or her confinement upon such farm.

An ACT to permit the Warrenton and Fairfax Turnpike Company, Inc., to surrender to Fairfax county the section of its road from Fairfax to Centreville in Fairfax county, and to authorize the board of supervisors of Fairfax county to issue to said company for said section of road the notes or bonds of Fairfax county for $8,000 00, payable out of county levy.
An ACT to appropriate the sum of $8,040.00 to the register of the land office and superintendent of grounds and buildings for maintenance of the capitol grounds and buildings; and to provide ice, fuel, light and water for the capitol and library buildings, governor’s house and power plant.

An ACT to authorize the mayor and council of the city of Williamsburg, in the county of James City, State of Virginia, to borrow money, issue warrants and bonds therefor, for the purpose of erecting a public school building, building a concrete street from the corporate limits on York street to the corporate limits on Richmond avenue, and to complete the water and sewer systems of the said city, and providing for submission of the issuance of bonds for these purposes to the qualified voters of the said city.

An ACT to permit the county of Fauquier to issue bonds for Cedar Run magisterial district, of Fauquier county, for the purpose of permanent improvement of roads and bridges in said district, not exceeding twenty per cent of assessed value of taxable property in said district and to levy a tax not exceeding $1.80 on the $100.00 as-assessed valuation of the taxable property in said district subject to county and district taxation, to provide for payment of interest on said bonds and a sinking fund for the payment of the principal of said bonds, and for the upkeep of said roads so constructed, and the other roads in said district.
An ACT to amend and re-enact an act entitled an act to establish a State highway commission, to define its powers and duties; the term of office, salary and qualifications of the commissioner; to authorize the commissioner to call into consultation the professors of engineering in certain State institutions, and appropriating money to carry the provisions of this act into effect, approved March 6, 1906; to provide for the appointment of a commission, and fixing their term of office; to give to said commission the power of eminent domain: the power to make and enforce rules and regulations governing the traffic on and use of the State Highway System, not in conflict with the laws of this State, and to prescribe penalties for the violation of such rules and regulations.
An ACT to validate, ratify, approve and confirm bonds heretofore and hereafter issued on elections heretofore held authorizing the issuance of such bonds by any county of the State for the purpose of macadamizing or otherwise improving public roads or bridges of magisterial districts of said county.
An ACT to authorize Northampton county to borrow money and issue bonds for a sum not exceeding twenty thousand dollars ($20,000) for the purpose of building, improving and maintaining the public roads and bridges of Franktown magisterial district in Said county.

An ACT to amend and re-enact section 7 of an act entitled an act to create the State convict road force; to authorize the working of certain prisoners on the public roads of this State; providing for the guarding, transportation, lodging, feeding, clothing and medical attention of the State convict road force; providing for an increase of the penitentiary guard not to exceed forty-five men, providing how a county may have the benefit of the labor of the State convict road force, and appropriating money from the public treasury to carry the provisions of this act into effect, approved March 6, 1906, as amended.
An ACT to authorize the board of supervisors of Wise county to borrow money and issue bonds of the Gladeville magisterial district thereof for a sum not exceeding $80,000.00 for the purpose of constructing and improving a public road and the necessary bridges on and along same, in the said Gladeville magisterial district along the Roaring Fork of Powell’s river and the Pot Camp Fork of said Roaring Fork, beginning at the Richmond magisterial district line at the northern end of the said district public road leading from the State highway between Appalachia and Norton, thence up and near Roaring Fork and Pot Camp Fork through the villages of Roaring Fork and Dunbar to the village of Pardee in said Gladeville magisterial district, and to levy taxes to pay the interest thereon and to create a sinking fund for the payment of such bonds at maturity.
