An ACT to amend and re-enact section 3510 of the Code of Virginia, as last amended by chapter 354 of the acts of the general assembly ct 1920, page 529, relating to pay of jailers for feeding prisoners, and to provide that no such payments be made until approved by the commissioner of public welfare; and to provide that the commissioner of public welfare may transfer prisoners from a jail to a hospital, clinic, State, city or county farm, road camp, et cetera.

An ACT to repeal an act entitled “an act to authorize the manufacture of motor vehicle license plates, road signs and kindred articles for the use of the State or to be sold, with prison labor at the penitentiary; to authorize the purchase of the necessary equipment and materials and the employment of the necessary foremen and all things necessary or incident to the manufacture of said license plates, markers and kindred articles,” approved March 28, 1928, and to authorize the board of directors of the State penitentiary to retain possession and control of the equipment purchased under the provisions of this act.
An ACT to amend and re-enact section 5017 of the Code of Virginia, as amended, relating to record to be kept of conduct of convicts; to have credit for good conduct; record of punishment, etc., of convicts; inspection of same.

An ACT to amend sections 4, 5, 11, 14, 17, 20, 27, 33, 34, 35, 36 and 38 of an act entitled an act to amend and re-enact an act entitled an act to incorporate the town of South Norfolk, in the county of Norfolk, approved September 11, 1919, as heretofore amended, which town has since become the city of South Norfolk and to provide a charter for the city of South Norfolk, approved March 20, 1924, and to further amend said act by adding thereto two new sections numbered ll-a and 24-a.
An ACT to amend and re-enact section 4786 of the Code of Virginia, relating to terms of imprisonment.
An ACT to prohibit the sale or exchange on the open market, within this State, of goods, wares and merchandise prepared or manufactured by convicts or prisoners of other states; and to prescribe penalties for violations thereof; and to repeal all acts or parts of acts inconsistent therewith.

An ACT to amend and re-enact Section 2095 of the Code of Virginia, as amended, relating to prisoners on the State convict road force, so as to make the same applicable to prisoners in chain gangs, at the State Farm, and at the State Industrial Farm for Women, and so as to provide for certain credits against unpaid fines and costs.
An ACT to amend and re-enact section 4951 of the Code of Virginia, relating to the hiring of persons sentenced to confinement in jail for failure to pay a fine and costs of prosecution, or confined in jail under a capias pro fine, so as to provide for the relief of the hirer and the release of the fine and costs.
An ACT to amend and re-enact section 4942 of the Code of Virginia, relating to the transfer of certain persons to the penitentiary, how death sentence shall be executed and who shall be present and the duties of the superintendent of the penitentiary relating thereto.
An ACT to prohibit any and all institutions owned and operated by the State of Virginia from selling or exchanging seed corn to be used for agricultural purposes in the State of Virginia, unless to such institution or institutions as may be entirely owned and operated by the State of Virginia and entirely supported by State funds.

An ACT to amend and re-enact Section 395 of the Tax Code of Virginia, as heretofore amended, in relation to delinquent State taxes.
An ACT to authorize the Governor of Virginia to convey to the City of Richmond for the purpose of widening Belvidere Street, a certain strip or parcel of land adjacent thereto, now being a part of the State Penitentiary property, in return or exchange for two other parcels of land contiguous to the Penitentiary property, to be conveyed to the Commonwealth, and to authorize the State Prison Board to use and utilize said last mentioned two parcels in connection with the Penitentiary and remove from the first mentioned strip or parcel of land all buildings, structures, and walls now situated thereon and reconstruct same.
An ACT to authorize the superintendent ot the state penitentiary, upon certain conditions and in his discretion, to deliver to the custody of officers of other States, of the United States and of the District of Columbia, prisoners in his custody, for transportation to such other States or the District of Columbia for trial or as witnesses in criminal cases in the courts thereof; and to authorize said superintendent and his deputies to receive and retain in custody for trial or as witnesses in criminal cases in Virginia prisoners of said District, of other States, or of the United States, delivered to him by the officers thereof; and to provide for the custody of all such or similar prisoners while in transit in or through Virginia.

An ACT to amend and re-enact Section 3487 of the Code of Virginia, as heretofore amended, relating to fees of sheriffs, sergeants, criers, Coroners and constables.
An ACT to amend and re-enact Section 4960 of the Code of Virginia, in relation to the compensation of sheriffs or other persons in certain criminal cases and the compensation allowed hospitals for the treatment of prisoners.
An ACT to prescribe the compensation of clerks of courts, and city sergeants, in cities of this Commonwealth having a population of over sixty-five thousand and not exceeding one hundred thousand inhabitants, according to the last preceding United States census; to provide for the payment of such compensation and the expenses of office of such officers; to impose certain duties on the State Compensation Board; to provide for the appointment and compensation of jailors in such cities; to prescribe the powers and duties of such jailor, and to confer certain powers on the city manager in such cities in relation to the jail and jailor; and to repeal chapter 302 of the Acts of the General Assembly of 1932, approved March 24, 1932, and all other acts and parts of acts in-consistent herewith to the extent of such inconsistency.
An Act to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1941, and the thirtieth day of June, 1942, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation, and their payment, and to repeal all acts wholly in conflict with this act, and all parts of all acts inconsistent with this act to the extent of such inconsistency.
An ACT to provide a new charter for the town of Hillsville, situated in Carroll County, and to repeal all other acts inconsistent with this act, when this act shall become effective.
An ACT to authorize, empower and direct the board of directors of the State Penitentiary to convey to the city of Richmond a small strip of the land occupied by said Penitentiary.

An ACT to provide for receiving and maintaining in State Hospitals Federal prisoners whose sanity is in doubt for detention and diagnosis.

An ACT to amend and re-enact Section 2773-n 14 of the Code of Virginia, relating to the department of law enforcement in counties having the county executive form of government.
An ACT to transfer certain appropriations to the State Board of Corrections, and to appropriate to the State Board of Corrections certain funds in addition thereto, for the purpose of carrying out the provisions of certain acts providing for and relating to the Department of Corrections, and the State Board of Corrections, and to provide for the payment and disbursement of such funds.
An ACT to amend and re-enact Section 4960 of the Code of Virginia, as heretofore amended, relating to the compensation of sheriffs and other persons for services in certain criminal cases and of witnesses from without the State compelled to attend a court in this State, so as to provide more specifically the compensation of sheriffs and other persons for such services, and to limit such compensation to amounts due for services rendered within the State of Virginia and to provide the compensation allowed hospitals for treatment of prisoners.

An ACT to amend and re-enact Sections 3 and 10 of Chapter 386 of the Acts of Assembly of 1942, approved April 2, 1942, relating to the compensation and expenses of sheriffs and sergeants and the cities to which the chapter is applicable, so as to bring the city of Martinsville within the provisions of the chapter.
An ACT to amend and re-enact Sections 2, 4, 11 and 13, as amended, of Chapter 214 of the Acts of Assembly of 1926, approved March 19, 1926, relating to the State Farm for Defective Misdemeanants and other State farms, so as to permit persons confined in local jails to be transferred to and maintained at such farm or farms, to provide a per diem allowance for certain prisoners confined at State farms, and to prescribe the daily per capita allowance for maintaining prisoners at the State Farm for Defective Misdemeanants and other State farms.
An ACT to amend and re-enact Section 5017 of the Code of Virginia, as amended, relating to the record to be kept of conduct of convicts and the credit to be allowed convicts for good conduct; and to repeal Section 7 of Chapter 218 of the Acts of Assembly of 1942, approved March 13, 1942, relating to abolition of time off for good behavior.
An ACT to amend and re-enact Section 2096 of the Code of Virginia, relating to the use of certain misdemeanants on the State convict road force, so as to provide for a per diem allowance to such misdemeanants.
An ACT to amend and re-enact Section 8 of Chapter 217 of the Acts of Assembly of 1942, approved March 13, 1942, relating to regional jail farms, so as to limit such farms to male prisoners, to provide that prisoners may be required to work at such farms, and to prescribe how such prisoners may work out certain fines and costs.

An ACT to authorize the Commissioner of Corrections to furnish prison labor for farm work in certain emergencies.

An ACT to provide for the development, use and maintenance of a war memorial in the county of Arlington, Virginia, and to that end to authorize and empower the county of Arlington, Virginia, and the school board of such county to contract with each other and with certain associations in relation to a stadium and an athletic field or other recreational facilities as a memorial; to prescribe the rights, powers, duties, and obligations of the parties to, and under, such contract; to authorize contributions and donations to be made to, and accepted for, such memorial and to prescribe how same shall be disposed of; and to authorize the county to provide for the use of such memorial.
