An ACT to amend chapter 6 of an act entitled an act to provide a new charter for the city of Portsmouth, approved March 10, 1908, by adding a new section thereto to be designated as section 70-a, providing that the council of said city may establish a system of pensions for injured, retired or superannuated members of the police and fire departments and prescribing how funds may be raised for such purposes.

An ACT to provide a new charter for the city of Hopewell and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Hopewell.

1936
An ACT to authorize the State Commission on Conservation and Development to transfer and convey to the United States of America, or a department, institution or agency thereof, subject to certain conditions, restrictions and reservations, all rights, title and interest which the said commission and the State of Virginia has or may hereafter acquire in and to certain lands in Princess Anne county known and designated as the Virginia Sea Shore State Park.
An ACT to amend and re-enact Section 14 and Section 20 of an act entitled "An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to building and loan associations, which act shall constitute and be designated and cited as the Virginia building and loan association act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for violations thereof," approved March 5, 1932, as heretofore amended, so as to include the shares of Federal Savings and Loan Associations within the provisions of Section 14 of the Act, and so as to enlarge and extend the powers of Trustees under deeds of trust on real estate securing loans of such associations.
An ACT to impose an annual State license tax on certain police pension fund associations, police benevolent associations, and firemen’s mutual aid associations, which license tax shall be in lieu of all State taxes on the intangible personal property of such association.
An ACT to provide for the establishing of systems of pensions and group insurance for injured, retired and superannuated employees, in any county adjoining a city in this State having more than 180,000 inhabitants, and to prescribe how funds may be provided for such purpose.
An ACT to create a commission to determine the probable cost of old age pensions or old age assistance in Virginia during each year of a ten-year period beginning with the year 1938; to prescribe the rights, powers and duties of the said commission; and to appropriate to the said commission the sum of $20,000.00 for the purpose of carrying out the provisions of this act.
An ACT to provide a new charter for the town of Altavista, Campbell county, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State.

An ACT to amend the Virginia Workmen’s Compensation Act, which became a law March 21, 1918, by adding thereto a new section numbered Section 52-a, providing for the voluntary retirement of members of the Industrial Commission of Virginia and for the payment of retirement compensation to persons who so retire, and appropriating funds therefor.

An ACT to amend and re-enact Sections 2 and 6 of an act entitled an act to authorize the State Highway Commissioner to acquire, by gift, purchase, condemnation, or otherwise, scenic easements, or in lieu thereof parcels of land, on either side or both sides of the roadway or highway from a point at or near Jarman’s Gap and extending generally in a southwesterly direction to the North Carolina line, which roadway or highway the State Highway Commissioner has been heretofore authorized to convey to the United States, and which has been set apart and designated by the United States as the proposed Shenandoah-Great Smoky Mountains National Parkway; and to authorize the State Highway Commissioner to transfer, assign and convey to the United States said scenic easements, or land, so acquired, approved March 12, 1936, said Section 2 defining scenic easement and designating said roadway as the Blue Ridge Parkway, and Section 6 vesting the Highway Commissioner with the power of eminent domain; to change the section number of said Section 6 to Section 5 and to prescribe the procedure in condemnation proceedings for the acquisition of the roadway or parkway and lands or scenic easements adjacent thereto.
An ACT to provide for the refund by the State of Virginia to police pension fund associations, police benevolent associations, and firemen’s mutual aid associations, of all amounts in excess of $20.00 per year paid by any such association for State taxes on intangible personal property for certain years, and to appropriate a sum sufficient for such purpose.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3775, providing for the voluntary retirement of members of the State Corporation Commission and for the payment of retirement compensation to persons who so retire.
An ACT to appropriate the sum of $220,000.00, or so much thereof as may be required, for the biennium beginning July 1, 1938, for the purpose of paying retirement compensation to judges of the Supreme Court of Appeals, and of other courts of record, and to members of the State Corporation Commission, who may retire, and to supplement other appropriations made for the purpose of paying salaries of such judges and of members of the said commission.
1940
AN ACT to provide for the establishment, maintenance and administration of a system of pensions and retirements for the benefit of the personnel of police departments of counties, cities or towns having paid members of such departments; to provide for the creation of policemen’s pension and retirement boards and prescribe their powers and duties; to provide for assessments against and deductions from salaries to raise funds for purposes of said boards; and to repeal all acts and parts of acts inconsistent therewith.
An ACT to amend and re-enact Sections 24 and 31 of the Tax Code of Virginia, as heretofore amended, in relation to income taxes.
An ACT to authorize certain counties, cities and towns in this State to establish one or more mosquito control districts; to provide for a commission for each such district so established and to grant and define the powers and duties of each such commission; to provide funds and authorize the levy of taxes to carry on the mosquito control work in each such district so established; and to repeal chapter 464 of the acts of the General Assembly of Virginia of 1930, approved March 27, 1930, relating to the establishment of mosquito control districts.
1942
An ACT to authorize the boards of supervisors or other governing bodies of certain counties to establish and operate retirement systems for certain employees of such counties, to prescribe the powers and duties of the said governing bodies with respect to such systems, and to provide for certain exemptions from legal process in connection therewith.
An ACT to amend and re-enact Sections 5 and 19, as heretofore amended, of an act entitled “An act to amend and re-enact an act entitled an act to incorporate the town of South Norfolk, in the county of Norfolk, approved September 11, 1919, as heretofore amended, which town has since become the city of South Norfolk; and to provide a charter for the city of South Norfolk.”, approved March 20, 1924, said sections relating to the councilmen, mayor and other officers of the city; and to further amend the said act by adding a new section numbered 20-a, authorizing the council to establish and maintain a system of pensions, a plan for group insurance for city employees, under certain circumstances; and to repeal Section 12 of said act, being Section 12 of the charter of the city of South Norfolk.
An ACT to amend and re-enact Section 3035 of the Code of Virginia, as heretofore amended, relating to pensions and group insurance for certain city officials and employees.
An ACT to amend and re-enact Section 24 of the Tax Code of Virginia, as amended, in relation to income taxation.
An ACT authorizing any city having a population of not less than 100,000 nor more than 170,000, according to the last preceding United States census, to establish and maintain a system of pensions, retirement allowances and death benefits for its officers and employees, prescribing how funds may be provided for the maintenance and operation of said system, authorizing the prescribing of rules and regulations for the management, investment and administration of any of such funds, providing certain exemptions from taxation and from legal process in connection with the operation of such system, and validating any such system established in conformity therewith by ordinance that became effective on and after January 1, 1942.
An ACT to amend and re-enact Sections 19-n and 21, and Section 22 as heretofore amended, of an act entitled “An act to provide a new charter for the city of Richmond.”
An ACT to establish a contributory retirement system for certain State employees, and for public school teachers and certain other employees of local public school boards; and to repeal Chapter 36 and Sections 787 to 805, both inclusive, of the Code of Virginia, relating to the retirement of teachers.
An ACT to provide for compensation of ex-judges of circuit or city courts which have been abolished, who have attained the age of seventy years, and who served as judge of any such court for not less than fifteen years.
An ACT to provide a new charter for the Town of Kenbridge, in the County of Lunenburg, and to repeal all acts or parts of acts in conflict therewith.
An ACT to amend the Code of Virginia by adding a new section numbered 5978-b, to provide for retirement and compensation of judges under certain circumstances.
An ACT for the relief of Carolyn Canada Boelte.
An ACT to limit the present retirement privileges of judges of courts of record and members of the State Corporation Commission and of the Industrial Commission of Virginia to those judges and commissioners who contribute to a fund to be known as the “Judges’ and Commissioners’ Retirement Fund”, a certain percentage of their salaries, and to make certain retirement provisions for judges and commissioners, otherwise ineligible, who are permanently incapacitated, either mentally or physically, from discharging the duties of their offices.
An ACT to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1943, and the thirtieth day of June, 1944, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation and their payment, and to repeal all acts wholly in conflict with this bill, and all parts of all acts inconsistent with this bill to the extent of such inconsistency.
An ACT to provide a new charter for the City of Fredericksburg, Virginia, and to repeal the existing charter of the said city, and all other acts or parts of acts in conflict therewith.
Proposing amendment to Section 73 of the Constitution of Virginia:
1944
An ACT to amend and re-enact Section 7 of Chapter 325 of the Acts of Assembly of 1942, approved March 31, 1942, short title of which is “Virginia Retirement Act”, relating to prior service credits.
An ACT to ratify the action of the Governor of Virginia and the Chairman of the Virginia Conservation Commission in entering into a compact with the Commonwealth of Kentucky and the State of Tennessee relating to the establishment of the Cumberland Gap National Historical Park, and to authorize the Virginia Conservation Commission to carry out the provisions of said compact.
An ACT to provide for an addition to the regular cash payments made to certain retired public school teachers out of the Virginia Retirement System fund, and to appropriate funds to carry out the provisions of this act.
An ACT to provide for the establishment, maintenance and administration of a system of pensions and retirements for the benefit of the personnel of police departments of any county adjoining a county having a population greater than a certain number of inhabitants a square mile.
An ACT to amend Chapter 325 of the Acts of the General Assembly of 1942, approved March 31, 1942, relating to the establishment of a contributory retirement system for certain State employees and for public school teachers and certain other employees of local public school boards, by inserting a new section numbered 24-a, providing for the voluntary participation in such system of such political subdivisions of the Commonwealth as shall elect to have their employees covered by such system, the expense on account thereof being’ paid by the political subdivisions so electing.

An ACT to amend and re-enact Section 3035 of the Code of Virginia, as amended, relating to pensions and group insurance for certain city officials and employees, so as to include death benefits.
An ACT to amend the Virginia Retirement Act by adding thereto a new section to be numbered 6-a, in relation to persons in the armed forces of the United States; and to amend and re-enact Sections 10, 13 and 20 of the Virginia Retirement Act, in relation to withdrawal before retirement, and death benefits; employee annuity savings fund, and payroll deduction; and collection of State contributions, respectively.
An ACT to protect persons acting in good faith under or in reliance upon written powers of attorney or written agency agreements executed by persons in the Armed Forces or Military Service of the United States or by persons who depart from the United States by permission or direction of any department or official of the United States in connection with work relating to the prosecution of the war.

An ACT to repeal Section 51 of Chapter 407 of the Acts of Assembly of 1944, approved April 4, 1944, known as the Appropriation Act, relating to amounts to be deducted from State capitation taxes and credited to the general fund of the Commonwealth, before distribution to the counties and cities of the State.
1946
An ACT to provide for Police and Firemen’s pensions and benefits in certain counties.
An ACT to amend and re-enact Sections 6, 8 and 18 of the Virginia Retirement Act, Section 8 having been heretofore amended by an act approved April 9, 1945, the said sections relating to membership, service retirement, and management of funds, respectively.
An ACT to provide a new charter for the Town of Chase City, in the County of Mecklenburg, and to repeal the existing charter of the town, and all other acts inconsistent with this act.
An ACT providing for the acquisition, construction, enlargement, improvement, operation and maintenance of camping and recreational facilities, defined herein, in State parks now or hereafter under the control and supervision of the Virginia Conservation Commission; conferring powers and imposing duties upon the Virginia Conservation Commission; authorizing the issuance by such Commission of revenue bonds of the State, payable solely from earnings of such facilities, to pay the cost of acquiring, constructing, enlarging, or improving such facilities; providing that no debt of the State shall be incurred in the exercise of any of the powers granted by this act; providing for the collection of fees and charges for the payment of such bonds and for the payment of the cost of maintaining, repairing and operating such facilities; making such revenue bonds exempt from taxation and authorizing the issuance of revenue refunding bonds.
An ACT to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1947, and the thirtieth day of June, 1948.
An ACT to amend and re-enact Sections 6-a and 7 of the Virginia Retirement Act, in relation to persons who served in the armed forces of the United States in World War II, and to persons who were in the Virginia State Employment Service at the time this function was taken over by the United States, and to make appropriations.
An ACT to amend and re-enact Section 3035 of the Code of Virginia, as amended, authorizing cities and towns to provide pensions, death benefits, insurance or annuities for certain officers and employees or their dependents, including certain retired teachers and retired employees of school boards.
An ACT to amend and re-enact Section 1 of Chapter 251 of the Acts of Assembly of 1942, approved March 18, 1942, relating to systems of pensions and retirement allowances for, and death benefits for dependents of, officers and employees of certain cities, so as to include certain other cities within the provisions of this chapter.
An ACT to provide a new charter for the Town of Wachapreague
An ACT to provide a new charter for the Town of Clintwood, in the County of Dickenson, and to repeal the charter provided for said town by Chapter 616 of the Acts of Assembly of 1893-4, approved March 3, cig and all acts amendatory thereof, or of any part thereof.
An ACT to provide for police and firemen’s pensions and benefits in certain counties.
An ACT to declare the necessity of creating public bodies corporate and politic to be known as hospital authorities to engage in hospital construction, maintenance and operation, to provide for the creation of such hospital authorities; to define the powers and duties of hospital authorities, and to provide for the exercise of such powers, including acquiring property by purchase, gift or eminent domain, and borrowing money, issuing revenue and credit bonds and other obligations, and giving security therefor; and to confer rights upon and provide remedies for obligees of hospital authorities.
An ACT to amend and re-enact Section 23 of the Virginia Retirement Act, in relation to benefits to teachers who were retired under Chapter 36 of the Code of Virginia as it existed immediately prior to the establishment of the Virginia Retirement System; to prescribe a minimum retirement allowance for every such teacher, and to make an appropriation.
An ACT to amend and re-enact Section 8 as amended of Chapter 325 of the Acts of Assembly of 1942, approved March 31, 1942, known as the 'Virginia Retirement Act,' relating to service retirement of members of the Virginia Retirement System.
An ACT to provide for employee’s pension and benefits in certain counties.
1948
An ACT to authorize certain counties to establish and maintain a system of pensions, retirement allowances and death benefits for their officers and employees, prescribing how funds may be provided for the maintenance and operation of such system, authorizing the prescribing of rules and regulations for the management, investment and administration of any such funds, and providing certain exemptions from taxation and from legal process in connection with the operation of such system.

An ACT to amend and reenact Section 18 as amended of the Virginia Retirement Act relating to management of funds.
An ACT to amend and reenact Section 23, as amended, of Chapter 325 of the Acts of Assembly of 1942, approved March 31, 1942, and known as the Virginia Retirement Act, relating to benefits to teachers who were retired under Chapter 36 of the Code of Virginia as it existed immediately prior to the establishment of the Virginia Retirement System; to prescribe a minimum retirement allowance for every such teacher, and to make an appropriation.
Ratifying the proposed amendment to the Constitution of the United States relating to the terms of office of the President.
An ACT to provide a new charter for the city of Richmond; to Section 5931 of the Code of Virginia relating to compensation of certain officers, er 90 of the Acts of Assembly of 1926, approved March 2, 1926, relating to civil justices in certain cities, and Chapter 318 of the Acts of Assembly of 1926, approved March 24, 1926, which provided a new charter for the city of Richmond and all amendments thereto.
An ACT to amend the Code of Virginia by adding a new section numbered 5321-a, relating to fiduciary funds.
An ACT to amend and reenact Section 1, as amended, of Chapter 111 of the Acts of Assembly of 1942, approved March 6, 1942, relating to retirement systems in certain counties.
An ACT to provide a new charter for the Town of Stephens City and to repeal certain acts.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3775 (1), relating to the voluntary retirement of Members of the State Corporation Commission and to the payment of retirement compensation to persons who so retire.
An ACT to amend and reenact Sections 7 and 8 of the Virginia Retirement Act by adding to section 7 paragraph (c) and by adding a new paragraph to section 8 designated as paragraph (d) of Chapter 325 of the Acts of the General Assembly of 1942, as amended by the Acts of the General Assembly of 1944, Chapter 151, and as amended by the Acts of the General Assembly of 1946, Chapter 309, respectively, relating to membership, service, retirement and management of funds, respectively.
An ACT to provide a new charter for the town of Pulaski, in the county of Pulaski, and to r the charter which was provided for said town by Chapter 242 of the Acts of Assembly of 1910, approved March 16, 1910, and all acts and parts of acts amendatory thereof, and all other acts inconsistent with this act.
An ACT to amend and reenact Section 3 of the Virginia Retirement Act, approved March 31, 1942, in relation to the Board of Trustees.
1950
AN ACT to amend Chapter 34, Acts of Assembly of 1918, approved February 7, 1918, as amended, which provided a charter and special form of government for the city of Norfolk, by adding three sections numbered 87 (a), 88 (a) and 143 (a), providing for assessments upon abutting landowners for certain improvements, the assessment and equalization of assessments of real estate for taxation, and pension funds, respectively.
An Act to amend Chapter 4 of the Acts of Assembly of 1947, approved January 21, 1947, which provided for the creation of a retirement system for the employees of certain counties, by adding a section numbered 4-a, providing for the purchase of certain benefits by the governing body of the county.
