An Act to amend and reenact §§ 28-282.1, 22-282.2, 22-282.8, 22-282.5, 22-282.7 and 22-282.10 of the Code of Virginia, to repeal § 22-232.9 of the Code of Virginia, and to add a new section numbered 22-282.17, declaring the provisions of Article 1.1 of Chapter 12 of the Code of Virginia to be severable, to authorize issuance of subpoenas by the Pupil Placement Board or its agents and punishment as for contempt in the event of failure or refusal to obey such subpoenas; and to prescribe standards governing the Pupil Placement Board in the enrollment of pupils in the public schools and certain administrative procedures and remedies for pupils seeking enrollment in a public school or a change from one public school to another.
An Act to amend and reenact § 28-a, as amended, of Chapter 875 of the Acts of Assembly of 1946, approved March 28, 1946, being the charter of the city of Radford, relating to the appointment of special justices for the city.
An Act to amend and reenact § 4, as amended, of Chapter 244 of the Acts of Assembly of 1887, approved May 16, 1887, which act provided a charter for the town of Banister, now the town of Halifax, the section relating to the mayor and council of the town; and to further amend such chapter by adding a section numbered 6-a, providing for a police court and police justice for such town.

AN ACT to amend Chapter 47 of the Acts of Assembly of 1956, Extra Session, approved September 29, 1956, which authorized the Virginia State Bar to make certain rules and regulations concerning legal aid societies, to provide for enforcement and to prohibit the operation of certain legal aid societies, by adding a section numbered $-a, to make it a misdemeanor and to provide penalties for any person, firm, corporation, association, or organization of any nature who or which renders the services of a legal aid society without complying with such rules and regulations, and to provide for the disbarment of and penalties for any attorney at law who assists in rendering such services; and to provide for enjoining violations.

An Act to amend the Code of Virginia by adding sections numbered 18.1-188 and 18.1-294 authorizing the State Corporation Commission to require corporations to furnish certain information, produce certain books and records and to produce certain witnesses upon complaint that they are engaging in the unauthorized practice of law and to order involuntary dissolution of domestic corporations or revocation of certificates of authority to transact business in this State of foreign corporations for noncompliance; and to this end to amend and reenact §§ 18.1-98 and 18.1-256 of the Code, relating to involuntary dissolution of domestic corporations, and §§ 18.1-118 and 18.1-280 of the Code, relating to revocation of certificates of authority of foreign corporations to transact business in this State; and to further amend the Code by adding thereto another section numbered 18.1-842, making the above mentioned sections applicable to associations organized or doing business in this State under Chapter 8 of Title 18.1.

An Act to amend and reenact § 8, as amended, of Chapter 457 of the Acts of Assembly of 1920, approved March 24, 1920, which act amended and reenacted the charter of the town of Marion, and to amend said act by adding a section numbered 15, authorizing the town council to create a court of limited jurisdiction to be known as the police court of the town of Marion.
An Act to amend the Code of Virginia by adding in Title 17 thereof a chapter numbered 8.1, consisting of articles numbered 1 through 6, and containing sections numbered 17-221.1 through 17-221.17, to establish the courts of record of the city of Newport News; to prescribe the powers and duties of the judges of such courts; to provide for the election, compensation and duties of the clerks of such courts; to prescribe the jurisdiction of such courts; to provide for interchange of judges and transfer of cases between such courts; and to provide for terms of such courts.
An Act to amend the Code of Virginia by adding a section numbered 8-67.5, to provide that the appearance as counsel, by any attorney at law, in any proceeding before any court, board, agency or legislative committee in this State, shall be deemed equivalent to an appointment, by such attorney, of the Clerk of the Supreme Court of Appeals and his successors in office, to be the true and lawful attorney of such attorney upon whom may be served all lawful process against and notice to such attorney in any action, proceeding, or inquiry concerning his participation in any such proceeding in which he appeared as counsel; to provide for service of process or notice upon the Clerk of the Supreme Court of Appeals in such instances; to provide how process or notice may be mailed such attorney; to require such attorney at law, having been so served to appear in response thereto; to provide penalties for refusal to appear; and to provide for continuances in certain instances.

AN ACT to create a joint committee of the General Assembly to study and report upon the observance, administration and enforcement of certain provisions of the common law and of certain statutes and the activities of certain persons, corporations, associations and other groups in relation thereto; to provide for the selection, compensation and terms of office of the members thereof; to prescribe the duties and powers of such committee; to require reports of the committee to the General Assembly; to provide that the Attorney General or other legal counsel shall represent said committee; and to repeal Chapter 87 of the Acts of Assembly of the Extra Session of 1956 which created a legislative committee of the House and Senate to investigate the activities of certain corporations, associations, organizations and other groups, and which was codified as §§ 80-85 through 80-41 of the Code of Virginia.
AN ACT to amend and reenact §§ 54-298, 54-299, 54-300 as amended, 54-302 as amended, 54-806 as amended, 54-306.3, 54-309, 54-316 as amended, 54-318 as amended, 54-319 and 54-320 as amended, of the Code of Virginia, relating generally to examinations and issuance of certificates to practice the healing arts; remedies for applicants refused examination; revocation or suspension of licenses; and appeals from such revocations or suspensions; and to amend the Code of Virginia by adding sections numbered 54-817.1 and 54-321.2, to provide for immediate suspension of licenses or certificates to practice healing arts and for termination of such suspension.

An Act to declare an emergency to exist in any school division in which an efficient system of elementary or secondary public schools is not operated under local authority, and in such case to invoke the police powers of the Commonwealth and the Constitutional powers of the General Assembly; to establish in every such school district, subject to the adoption by the local governing body of a resolution declaring the need therefor, an efficient system of elementary or secondary public schools operated by the Commonwealth; to provide that such system be operated and maintained by the Governor for and on behalf of the General Assembly; to define "efficient system of elementary public schools" and "efficient system of secondary public schools"; to provide for the use of local school buildings and related facilities of certain counties, cities and towns; to provide for the purchase of text-books, supplies and equipment, and to permit local school boards to provide for the transportation of pupils; to provide for the administration of the school system hereby established and the employment of persons therein; to provide for the application of this act to counties, cities and towns; to vest in the State Board of Education the general supervision of such schools and to authorize it, subject to certain limitations, to make rules and regulations applicable thereto; to provide how proceedings against local school boards in matters involving the State established schools may be instituted; to prescribe the effect of certain proceedings brought against local school boards and the members thereof; to provide the circumstances under which pupils may be admitted to the State schools; to provide for the employment and assignment of teachers and other personnel; to prescribe the provisions of Title 22 of the Code of Virginia which shall apply to the State established and maintained schools; to provide the method for admission to the State established schools and the terms and conditions thereof.
An Act to appropriate to the Clerk of the Circuit Court of the City of Richmond from the general fund of the State Treasury the sum of seven thousand dollars for each year of the biennium July 1, 1956-June 30, 1958, to pay the salary and expenses provided for in §§ 14-155.12 and 15-10.1 of the Code of Virginia for the said biennium.
An Act to amend and reenact § 1 of Chapter 716 of the Acts of Assembly of 1956, approved March 81, 1956, relating to the appropriation of the public revenue for the two years ending, respectively, on the thirtieth day of June, 1957, and the thirtieth day of June, 1958, so as to provide that the sums appropriated in Items 188, 184, 187, 188 and 148 shall be for the maintenance of an efficient system of elementary and secondary schools, respectively; to establish and define an elementary and secondary public school system; to prohibit the expenditure of any of the funds appropriated by such items in support of any system of public schools which is not efficient; and to provide for and prescribe the conditions under which such funds may be expended for educational purposes in furtherance of education of Virginia students in elementary and secondary nonsectarian private schools.
An Act to appropriate additional funds for adjudication of legal cases for payment of salaries of additional judges of circuit courts.
An Act to require individuals, partnerships, corporations or associations who solicit funds to be used or who expend funds to finance or maintain litigation of others to file certain information with the State Corporation Commission; to prohibit solicitation of funds until such information has been filed; to provide penalties for violation; and to provide for injunctive relief from violations.
An Act to amend and reenact §§ 54-74, 54-78 and 54-79 of the Code of Virginia, relating, respectively, to procedure for suspension and revocation of licenses of attorneys at law, and to running and capping.
