An Act to amend and re-enact Sections 2, 3, 4, and 9 of the Chapter 1 of the Acts of the General Assembly of Virginia, extra session, 1936-1937, approved December 18, 1936, as heretofore amended, and known, designated and cited as the Virginia Unemployment Compensation Act
An ACT to amend and re-enact Section 1638 of the Code of Virginia, as heretofore amended, relating to optometry and to the practice of optometry.

An ACT to amend the Code of Virginia by adding a new section numbered 1615-a, authorizing the State Board of Medical Examiners to admit to examinations given by such board, applicants otherwise qualified who have completed the prescribed courses in not less than thirty-two months.
An ACT to amend and re-enact Section 5, as heretofore amended, of Chapter 385 of the Acts of the General Assembly of 1932, approved March 29, 1932, and therein designated as the Virginia Operators’ and Chauffeurs’ License Act, relating to persons to whom a license shall not be issued.
An ACT to amend and re-enact Sections 1698-a, 1698-b, 1698-c, 1698-d and 1698-e, as amended, of the Code of Virginia, relating to hypnotic drugs.
An ACT to amend and re-enact Section 684, as heretofore amended, of the Code of Virginia, providing methods for enforcing attendance of certain children at public schools.
An ACT to provide a new charter for the town of Chincoteague, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Chincoteague.
An ACT to amend and re-enact Section 1789 of the Code of Virginia, relating to the control by the State Board of Health of the public water supply, so as to authorize said board to require changes in methods or processes of purification of water.
An ACT relating to the public health, providing for the establishment of special emergency health and sanitation areas; and providing for the making and enforcing of health and sanitation rules and regulations within such areas and for the construction and operation of essential health and sanitation facilities.
An ACT to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1943, and the thirtieth day of June, 1944, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation and their payment, and to repeal all acts wholly in conflict with this bill, and all parts of all acts inconsistent with this bill to the extent of such inconsistency.

An ACT to amend and re-enact Section 1014-a of the Code of Virginia, relating to private funds of patients in State hospitals and colonies and the use and investment of such funds.
Proposing amendment to Section 73 of the Constitution of Virginia:
An ACT to create a sanitary district in Chesterfield County; to prescribe the powers and duties of the boards of supervisors of such county as to such district; to provide for the construction, acquisition, maintenance, and operation of certain public utilities and services in such district; and to provide that the said board of supervisors shall, with respect to such district, have all such powers and duties as are imposed upon the boards of supervisors with respect to sanitary districts by general law.
An ACT to amend and re-enact Section 13 of Chapter 489 of the Acts of the General Assembly of 1922, approved March 27, 1922, as heretofore amended, relative to the employment of children.
An ACT to establish a contributory retirement system for certain State employees, and for public school teachers and certain other employees of local public school boards; and to repeal Chapter 36 and Sections 787 to 805, both inclusive, of the Code of Virginia, relating to the retirement of teachers.
An ACT to provide a new charter for the City of Martinsville; to validate certain contracts and obligations of the said city; and to repeal all acts or parts of acts in conflict with this act, and all former charters of the city of Martinsville.
An ACT to amend the Code of Virginia by adding thereto a new Section numbered 1515-b, to prohibit the removal of cases of infectious, contagious, communicable or dangerous diseases from one health jurisdiction to another except with the permission of the health officers of both jurisdictions, and to prescribe penalty for failure to comply therewith.
An ACT to amend and re-enact Section 1616 of the Code of Virginia, as heretofore amended, relating to the compensation and expenses of the State Board of Medical Examiners.

An ACT to amend and re-enact Section 20 of Chapter 379, Acts 1938, approved March 31, 1938, of which the short title is 'Virginia Public Assistance Act of 1938.'
An ACT to amend and re-enact sections 19b, 28, 28a, 80 and 105 of an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, and to amend said act by adding thereto seven new sections numbered 63a, 63b, 63c, 63d, 63e, 96a and 96b so as to provide for leave of absence for officers and employees of the city of Richmond serving: in the military and naval forces of the United States of America, the production of books and records of taxpayers for examination by assessing officers of the city of Richmond for the purpose of enforcing the tax and revenue laws of the State and ordinances of the City of Richmond, the refund of taxes and charges erroneously assessed by the city of Richmond and paid and the exoneration from the payment of unpaid erroneous assessments and the assessment of omitted taxes, penalties and interest, the creation of a separate department of the government of the city of Richmond to secure and promote public health and sanitation and to prescribe its powers and duties.
An ACT to authorize the Governor to accept, on behalf of the Commonwealth of Virginia, a Conveyance from the Tidewater Tuberculosis Hospital Association of certain property in Princess Anne County; to authorize the State Board of Health when such conveyance is made, to control, maintain, operate and use such property in connection with its work in the prevention and treatment of tuberculosis.
An ACT to amend the Code of Virginia by adding a new section, designated Section 1006-b, conferring and imposing certain additional powers and duties upon the State Hospital Board.

An ACT to amend and re-enact Sections 4, 6, 8 and 9 of Chapter 386 of the Acts of Assembly of 1942, approved April 2, 1942, relating to the compensation and expenses of sheriffs and sergeants, the feeding and care of jail prisoners and the payment of the costs thereof, the method of keeping and certifying accounts covering such costs, the furnishing of unusual medical, hospital and dental service to prisoners, and prohibiting the use of prisoners in certain instances.

An ACT to authorize the Governor of Virginia and the State Hospital Board, on behalf of the Commonwealth of Virginia, to convey to the College of William and Mary in Virginia, as a gift and without any consideration paid therefor, certain property of the Eastern State Hospital in the city of Williamsburg and the county of James City.

An ACT to revise the laws of Virginia with respect to post-mortem examinations, and to that end to amend the Code of Virginia by adding thereto a new chapter numbered 190-A and 15 new sections numbered 4806-a to 4806-0, both inclusive, creating a Commission on Post-Mortem Examinations and prescribing its powers, duties and functions; to provide for the appointment of a Chief Medical Examiner, and to prescribe his powers and duties with respect to post-mortem examinations and investigations ; to provide for the dis- position of certain dead bodies and of any property or estate of such deceased persons; to amend Section 1727, as amended, of the Code of Virginia relating to embalming dead bodies, and Sections 2817 and 2821 of said Code relating to the service of process and summons by coroners and others and the appoint- ment of criers for courts; and to repeal Sections 2815, 2818 and 2819 of the Code of Virginia relating to coroners, Chapter 190 of the Code of Virginia relating to coroners and coroner’s inquests, and Chapter 214 of the Acts of Assembly of 1932 relating to disposition by coroners of money or property of deceased persons.
An ACT to authorize the State Board of Public Welfare to establish a state-wide system of public homes for certain persons, to prescribe standards for such homes and for the care of persons resident therein, and to eB Ca that persons cared for in such homes may receive public assistance.
An ACT to provide a new charter for the Town of Wachapreague
An ACT to amend and re-enact Chapter 354 of the Acts of Assembly of 1942, approved April 1, 1942, relating to establishment, terms and conditions of certain medical scholarships, so as to expand the provisions oo and make an appropriation therefor.
An ACT to provide how fire departments and fire companies may be established in counties; to authorize the governing bodies of certain counties or towns to enter into contracts with the governing bodies of certain other counties or towns, concerning fire protection in such counties and towns; to prescribe the limitations of liability when any fire department or fire company is operating outside the limits of the county or town wherein it was established or formed; to authorize the governing bodies of counties to provide for compensation to firemen injured, or the families of firemen killed, and to appropriate money for such purpose, and for other purposes in connection with the maintenance and operation of such fire departments or companies; and to repeal all acts and parts of acts in conflict with this act.
An ACT to amend and re-enact Section 57, as amended, of Chapter 379 of the Acts of Assembly of 1938, approved March 31, 1938, known as the "Virginia Public Welfare and Assistance Act of 1938", relating to persons eligible for general relief; and to further amend the act by adding thereto a new section, numbered 59-a, providing for appeals in certain cases.
An ACT to amend and re-enact Sections 1698-a and 1698-c of the Code of Virginia, as amended, relating to hypnotic drugs.
An ACT to prohibit the using of certain kinds of materials in the making or remaking of mattresses and certain other articles of bedding; to prohibit the selling, leasing, et cetera, of such articles, which have not been sterilized and disinfected; to require every person engaged in sterilizing and disinfecting such articles to obtain a permit to do so; to provide for inspection of certain places; to require certain tags to be placed on certain articles of bedding and certain adhesive stamps to be placed on such tags; to provide for the sale of such stamps and how the proceeds thereof shall be disposed of; to charge the State Board of Health with the administration of this act; and to prescribe penalties for violations.
An ACT to provide a new charter for the City of Radford and to repeal the existing charter of the said city and the several acts amendatory thereof and all other acts or parts of acts in conflict with this act so far as they relate to the said City of Radford.
An ACT to authorize the State Board of Public Welfare to fix standards and make regulations for the operation of certain homes for aged, infirm, chronically ill or incapacitated persons, and to require compliance with such standards; and to provide penalties for violations of the provisions of this act.
An ACT to amend and re-enact Section 74 of the Game, Inland Fish and Dog Code of Virginia, as amended, relating to compensation for livestock and poultry, killed or injured, and treatment of rabies.
