An Act to create the Virginia Public School Authority as a public body corporate and a political subdivision and agency and instrumentality of the Commonwealth; to prescribe the powers and duties thereof and other matters pertaining thereto; to provide that the Authority shall manage and administer all Literary Fund moneys and obligations transferred to the Authority pursuant to law; to authorize the Authority to purchase bonds issued by counties, cities and towns for public schools under the provisions of the Public Finance Act of 1958; to authorize the Authority to issue bonds secured by a pledge of bonds so purchased and of principal and interest payments on Literary Fund obligations so transferred to the Authority; to provide that bonds issued by the Authority shall not constitute a debt of the Commonwealth or a pledge of the faith or credit or taxing power of the Commonwealth or of any political subdivision thereof; to authorize the taking of action pursuant to the provisions of § 15-666.66 of the Code of Virginia; to direct the payment by the Authority into the Literary Fund of moneys available therefor; and to provide that bonds of the Authority shall be exempt from all taxation within the State.

An Act creating the Virginia College Building Authority as a public body corporate and a political subdivision and an agency and instrumentality of the Commonwealth of Virginia and prescribing its membership, powers and manner of proceeding; authorizing the Authority to issue its bonds payable solely from revenues including rentals and contract payments to provide funds to pay the cost of certain projects at educational institutions of the Commonwealth all as defined in this Act; authorizing the Authority and any educational institutions to make leases or contracts with respect to any project or projects; authorizing such educational institutions to charge and collect rents, fees and charges for the use of such projects and any existing facilities, to charge and collect student building fees and other student fees and to pledge the same and any other available funds of such educational institutions to pay the rentals under a lease or the contract payments under a contract; providing that bonds of the Authority shall not constitute a debt of the Commonwealth or any agency or instrumentality thereof; providing for the execution of a trust indenture to secure the payment of such bonds; making such projects and bonds exempt from taxation within the Commonwealth; making such bonds lawful investments and requiring the approval of the General Assembly for the issuance of bonds and the making of leases or contracts.
