An ACT to authorize Brookland school district, of Henrico county, to borrow $10,000 and issue bonds therefor, to be used for the erection of a school-house at Barton Heights.
An ACT to authorize and direct the auditor of public accounts to pay to James E. Phillips, his heirs, assigns, or personal representatives, the sum of $5,000 out of any money in the treasury of the Commonwealth of Virginia, not otherwise appropriated, for material furnished and work done upon the buildings at the University of Virginia.

An ACT looking to the establishment of a State female normal school with industrial training.
An ACT to amend and re-enact section 11 of an act of the general assembly of Virginia, approved February 15, 1901, entitled an act to establish a dispensary for the sale of intoxicating liquors in Jerusalem magisterial district, Southampton county, Virginia; to prohibit all persons, firms, or corporations, except manufacturers of apple and peach brandy, within said district, to sell, barter, or exchange such liquors in said district, and to repeal all laws in conflict with this act, so far as they apply to said district.

An ACT authorizing the board of supervisors of Patrick and Grayson counties, respectively, to levy a capitation tax for school or other county purposes.
An ACT to appropriate the sum of $55,000 to add to and improve the buildings of the State female normal school at Farmville, and to increase the annual appropriation to said school from $25,000 to $30,000.
An ACT to amend and re-enact section 23 of chapter 577 of the acts of assembly of Virginia, session 1895-’6, approved March 3, 1896, entitled “an act to amend and re-enact the charter of the town of Waynesboro.
An ACT to authorize the board of supervisors of Caroline county to levy an additional capitation tax of one dollar per annum, to be applied in aid of public schools in said county, or for such other county purposes as they shall determine.
An ACT to authorize the town of Blacksburg, in Montgomery county, to donate a sum not exceeding $1,000 for the purpose of erecting in said town a public school building.
An ACT to authorize the city of Portsmouth to issue bonds to build a school-house and for other purposes.
An ACT to amend and re-enact section 3214 of the Code of Virginia

An ACT to authorize the trustees of Abingdon school district, in Gloucester county, to borrow money and to issue bonds therefor.
An ACT authorizing prison association of Virginia to expend in certain improvements and in the installation, equipment, and conduct of its Sloyd manual training school the sum of $7,223.48 in its possession, being balance of $9,100 appropriated to it under act approved April 2, 1902, appropriating the public revenues for the two fiscal years ending, respectively, on September 30, 1902, and September 30, 1903.
An ACT to amend and re-enact sections 1433, 1437, 1445, 1449, 1450, 1454, 1459, 1466, 1484, and 1515 of the Code of Virginia, as amended by an act entitled “an act to amend and re-enact chapter 66 of the Code of Virginia, relating to public free schools for counties and to the literary fund,” approved December 28, 1903.
An ACT to regulate the number of votes to be cast by the school trustees of the city of Charlottesville, Virginia, in the semi-annual meetings of the city and county school boards held at the Miller school on Tuesday after the third Monday in January and July of each year, or any adjourned meeting thereof.

An ACT to amend and re-enact section 3 of an act approved March 5, 1900, as amended and re-enacted by an act approved April 2, 1902, entitled "an act to provide for the taxation of dogs in the county of Rappahannock, and the protection of sheep therein."
An ACT to appropriate the sum of $165,000 to provide buildings, equipment, and improvement for the Virginia polytechnic institute.
An ACT to amend and re-enact sections 1653, 1656, 1656a, and 1657 of the Code of Virginia, as amended and re-enacted by chapter 266, acts of assembly, session 1902-’03, approved May 16, 1903.
An ACT to authorize and empower the council of the town of Pocahontas, Virginia, to sell a strip of eight feet on the east side of Centre street, from St. Clair to what is known as Philadelphia Row, in order to straighten said Centre street and make same of uniform width, and provide that the fund arising from same shall go to the benefit of the public school of the town.
An ACT to authorize the Brookland school district, of Henrico county, to borrow $5,000 and issue bonds therefor, to be used for paying for a school-hause at Dumbarton, in said county, and to do other building, and to provide for the payment thereof.
An ACT to provide for an election in Albemarle county for the purpose of taking the sense of the qualified voters upon the question of authorizing the supervisors of said county to make an appropriation of $5,000 to a State female normal school, to be established in said county, or in the city of Charlottesville.
An ACT authorizing the board of supervisors of Prince William county to issue bonds and appropriate the proceeds thereof to the establishment of a State normal school for girls in said county.
An ACT to authorize the district school board of Franktown school district, in Northampton county, to borrow money for the purpose of erecting and furnishing a school-house near the town of Franktown, and to provide for the payment thereof.
An ACT to amend and re-enact sections 249, 253, 254, 255, 258, 259, and 260 of the Code of Virginia, and an act amendatory thereof, approved January 2, 1904, in relation to the duties of the secretary of the Commonwealth and board of directors of the State library, and concerning the State and certain other libraries.
An ACT to allow the council of the town of Onancock to levy an additional capitation tax for the aid of the public schools of said town, or for such town purposes as the said town council shall determine.
An ACT to authorize the district school board of Blacksburg school district, in Montgomery county, to borrow money for the purpose of erecting and furnishing a school-house in the town of Blacksburg, and to provide for the payment thereof.
An ACT to authorize the town of Harrisonburg and the county of Rockingham, or either of them, to appropriate money for the purpose of securing the location of a State female normal school at or near the town of Harrisonburg.
An ACT to authorize the board of Handley trustees to invest the money received by them in the purchase of debts which may be secured by lien on property in which the Handley fund may be in whole or in part invested, or to purchase the property itself, which it may be desirable that the Handley trustees should own for the purposes of their trust; to receive from the Handley executors the corpus of the residuum of said estate; to pay all expenses necessarily incident to the duties imposed upon said board by the act approved February 7, 1896, entitled 'an act to enable the city of Winchester to accept the bequest of John Handley, deceased, to validate the same and to provide for the administration thereof.' to construe said act as to the corporate powers given, and validate all acts of said board not done in accordance with the construction of said act herein given and give said board a corporate name.
An ACT to provide offices and rooms for the use of the department of education and public instruction, for the supreme court of appeals and to appropriate the sum of $1,440, or so much thereof as may be necessary, for the payment of the rental thereof, and to prescribe the method of such payment.
An ACT to authorize the town of Salem and the county of Roanoke, or either, of them, to appropriate money for the purpose of securing the location of a State female normal school at or near the town of Salem, and to authorize the issue of bonds in connection therewith.

1906
An ACT to assign offices to the several departments and officers of the State government in the several public buildings owned by the State.
An ACT to repeal chapter 544 of the acts of the general assembly of Virginia, 1902-03-04, approved December 31, 1903, entitled “an act to authorize Brookland school district of Henrico county to borrow ten thousand dollars and issue bonds therefor, to be used for the erection of a school-house at Barton Heights.”
An ACT to amend and re-enact an act entitled an act to establish a normal school at William and Mary college in connection with its collegiate course, approved March 5, 1888, and to transfer the ownership of the real estate and personal property of the said college to the State.
An ACT to authorize the district school boards of Tuckahoe school district and Fairfield school district, in Henrico county, to expend or invest the sums received by them respectively from the city of Richmond under proceedings for the extension of the limits of said city of Richmond.
An ACT to authorize the board of supervisors of Essex county to levy an additional capitation tax of fifty cents per annum upon certain residents within its limits.
An ACT to authorize the school board of Tanner’s Creek magisterial district, No. 6, of the county of Norfolk, to borrow money for the purpose of school improvements in said district, and to issue bonds therefor, not exceeding $30,000 in amount.
An ACT to repeal an act entitled an act to authorize the board of supervisors of Caroline county to levy an additional capitation tax of one dollar per year, to be applied in the aid of public schools in said county and for such other county purposes as they may determine.
An ACT authorizing the school board of Pulaski school district, in Pulaski county, to borrow money and use same in building or otherwise procuring and equipping a high school building in the town of Pulaski.
An ACT to authorize the school board of Western Branch magisterial district, No. 6, of the county of Norfolk, to borrow money for the purpose of school improvements in said district, and to issue bonds therefor, not exceeding $50,000 in amount.
AN ACT to establish and maintain a system of public high schools and to appropriate money therefor.
An ACT to authorize the district school board of Eastville school district, in Northampton county, to borrow money for the purpose of providing a suitable school building in that district, and to provide for the payment of the amount so borrowed.
An ACT to authorize the school board of Brookland district, No. 1. of the county of Henrico, to borrow a sum of money not exceeding $15,000 for the purpose of paying for the erection of a school building at Barton Heights, in said district, to issue bonds therefor, payable out of the schdo! funds of said district, and to provide for the payment of the same.
An ACT to authorize the purchase of linoleum for the floors of the museum and basement rooms in the capitol building, and furniture floor coverings, and metal file cases for the register of the land office, the superintendent of public instruction, and the State library, offices of the commissioner of agriculture, and to appropriate a sum sufficient to pay therefor.
An ACT to amend and re-enact sections 1531 and 1538 of an act of assembly entitled “an act to amend and re-enact chapter 67 of the Code of Virginia, in relation to public free schools in cities and in towns constituting separate school districts,”

An ACT to authorize the school board of the town of Franklin district, in Southampton county, Virginia, to borrow money and to execute bonds, secured by a deed of trust for said bonds.

An ACT to authorize the town of Courtland, in Southampton county, Virginia, to issue bonds and secure same by deed of trust, and appropriate the proceeds thereof to the erection of a public school building in the said town.

An ACT to authorize and empower the trustees of the Ann Smith Academy, of Lexington, Virginia, a body corporate, by an act of the general assembly of Virginia, approved January 7, 1808, to give, transfer, sell, convey or exchange- all of its property, real and personal, for educational purposes.
An ACT appropriating the public revenue for the two fiscal years ending respectively on the 28th day of February, 1909, and the 28th day of February, 1910.
An ACT to authorize the town of Cape Charles, in Northampton county, to issue bonds and borrow money thereon, for the purpose of erecting and equipping a publie school building in and for the said town.
An ACT to amend and re-enact section 833 of the Code of Virginia, as heretofore amended, in relation to the powers and duties of the board of supervisors at annual meeting, by changing the body of said section and by the addition of a new section to be designated as section 833a, which shall prescribe the powers and duties of boards of supervisors in relation to county and school levies.
