An Act to continue the study of the Department of Welfare and Instttu-
tions and programs administered by such Department. H

Be it enacted by the General Assembly of Virginia:
1. § 1. The Welfare and Institutions Study Commission created under
the authority of Chapter 700 of the 1966 Acts of Assembly shall continue
its study concerning the organization and functioning of the Department
of Welfare and Institutions and of the welfare and correctional programs
administered by such Department. In addition, the Commission shall con-
duct a program of evaluation and review to assess the effectiveness of
recommendations contained in its Report to the Governor and the 1968
Regular Session of the General Assembly, and shall guide and assist the
Department in the implementation of such recommendations.
§ 2. The membership of the Commission shall be continued, if they
be willing to serve. If any of the present members elect not to serve or if
for any other reason a vacancy occurs, the Governor, upon request of the
Chairman, shall appoint such person as he thinks qualified to fill any such
vacancy. The members of the Commission shall recelve no compensation
for their services but shall be reimbursed for expenses incurred by them in
performing the work of the Commission and shall be authorized to employ
such consultant, secretarial and other assistance as the Commission re-
quires.
§ 3. The Commission shall complete its study and make its report
to the Governor and the General Assembly not later than November one,
nineteen hundred sixty-nine.
2. There is hereby appropriated from the general fund of the State
treasury a sum not to exceed ten thousand dollars to carry out the
purposes of this act.
