Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia be amended by adding a section numbered
58-441.49 :1, as follows:

§ 58-441.49:1. Notwithstanding the provisions of § 58-441.49(h),
the board of supervisors of a county may, in its discretion, appropriate
funds to any incorporated town not constituting a separate school district
within said county which has not complied with the provisions of its
charter relating to the elections of its council and mayor, an amount not
to exceed the amount it would have received from the tax imposed by this
chapter if such election had been held.

2. Anemergency exists, and this act is in force from its passage.
