CHAPTER 499
An Act to provide for research, evaluation and traffic accident preven-
tion work by contract or through establishment of a Center for such
purposes.

Be it enacted by the General Assembly of Virginia:
1. § 1. The Director of the Highway Safety Division, subject to the
approval of the Governor, is authorized to contract for the use of the
facilities of any appropriate State agency for purposes of research, evalua-
tion, and traffic accident prevention; or if in the judgment of the Gov-
ernor an additional facility is required, a Center may be established in an
existing State agency.
§ 2. The Director, or the Center, if established, shall be responsible
for (a) the preparation, publication and maintenance of a bibliography of
available research reports and findings relevant to traffic accident pre-
vention in the State and listing of necessary research projects and their
priorities for use by individuals, institutions and public and private agen-
cies active in the field of traffic accident prevention and safety; (b) the
development of a traffic accident prevention and safety library for the
purpose of cataloging and transmitting research data relevant to traffic
safety to State and local agencies having responsibilities within the State’s
traffic safety program; (c) the conduct of research projects and dissemina-
tion of findings to such State and local agencies; and (d) the preparation
of periodic reports on enforcement of traffic laws within the State includ-
ing specifically the enforcement of State and local laws relating to driv-
ing while intoxicated or impaired and to implied consent to chemical
tests for determining blood alcohol content.
