An Act to amend and reenact § 15.1-78.8 of the Code of Virginia, relating
to conflict of interest of councilmen and members of boards and
commissions in certain cities.

Be it enacted by the General Assembly of Virginia:
1. That § 15.1-73.3 of the Code of Virginia be amended and reenacted
as follows:
§ 15.1-73.3. Conflict of interest of councilmen and members of
boards and commission in certain cities —In any city having a population
of not less than eighty-five thousand nor more than eighty-five thousand
five hundred and in any city having a population of not less than ninety
thousand nor more than ninety-five thousand, no member of the council or
any other board or commission of such city shall participate in the deliber-
ations or vote on any ordinance, resolution, motion, or other proceedings
involving any matter in which he, a member of his family, his partner
or agent, servant or employer of a firm in which he is employed, or any
person, firm or corporation for which he is attorney, officer, director,
employee or agent, has a financial interest other than as an owner of not
more than five percent of the stock of a corporation or as a citizen of
e city.
If such interest exists, it shall be the duty of such member, prior to
any deliberations on the matter in which he has such interest, to make a
full, public disclosure.of the exact nature of his interest and to take no
further part in the deliberations with regard to such matters.
Any person knowingly or willfully violating the provisions of this
section shall be guilty of a misdemeanor.
