An Act to amend and reenact § 82-80.1 of the Code of Virginia, relating
to the authority of the State Health Commissioner to submit a plan
for medical assistance pursuant to certain federal law, so as to au-
thorize such Commissioner to administer such plan and to. make rules
and regulations for such administration. 9

Be it enacted by the General Assembly of Virginia:
ee That § 32-30.1 of the Code of Virginia be amended and reenacted as
ollows:
§ 32-30.1 (a) The State Health Commissioner, subject to the
approval of the Governor and the State Board of Health, is authorized
to prepare and submit to the Secretary of the Department of Health,
Education and Welfare a State plan for medical assistance, which plan
shall conform to the regulations prescribed under Public Law 97 of the
89th Congress, approved July thirty, nineteen hundred sixty-five, entitled
the Social Security Amendments of 1965, and any amendments to such
regulations or law.
(b) The State Health Commissioner, subject to the approval of the
Governor and the State Board of Health, is authorized to administer such
plan as set out in (a) hereof, and to make reasonable rules and regulations
in order to administer such plan, including fair hearing procedures and
to safeguard information concerning applicants and recipients, and to
receive and expend federal funds in accordance with applicable federal
and State laws.
