CHAPTER 273
An Act to amend and reenact § 40-128 of the Code of Virginia, relating
to the Apprenticeship Council; its membership and terms of office,
its meetings and duties, so as to provide per diem compensation for
its members.

Be it enacted by the General Assembly of Virginia:
1. That § 40-123 of the Code of Virginia be amended and reenacted as
follows:
§ 40-123. Apprenticeship Council; membership and terms of office;
meetings and duties.—The Governor shall appoint an Apprenticeship
Council, composed of three representatives each from employer and em-
ployee organizations respectively. The Commissioner of Labor and the
State Supervisor of Trade and Industrial Education shall be members, ex
officio, of the Council. At the beginning of each year the Governor shall
designate one member to serve as chairman. The original appointments
having been for terms of one, two and three years and all successors
having been appointed for three years, each member hereafter shall be
appointed for a term of three years. Any member appointed to fill a
vacancy occurring prior to the expiration of the term of his predecessor
shall be appointed for the remainder of such term.
The Apprenticeship Council shall meet at the call of the chairman of
the Council and shall formulate policies for the effective administration
of this chapter.
The Apprenticeship Council shall establish standards for apprentice
agreements which shall not be lower than those prescribed by this chap-
ter, and shall perform such other functions as may be necessary to carry
out the intent and purposes of this chapter. Not less than once a year
the Council shall make a report of its activities and findings to the Gen-
eral Assembly and to the public.
The members of the Apprenticeship Council shall each receive as
compensation the sum of twenty dollars for each day or part thereof
actually spent in the performance of their duties, in addition to their
reasonable actual expenses incurred as a result thereto.
2. Any payments made to any member of the Apprenticeship Council
prior to the effective date of this act are hereby validated.
