An Act for the relief of J. Norman Dickens.

Whereas, on June 27, 1963, while employed as a tax examiner for the
Commonwealth of Virginia, J. Norman Dickens while working in his
line of duty, was shot by one Birdie Warren, as a result of which he
became permanently disabled, and was retired therefor; and
Whereas, J. Norman Dickens received his full salary from June 27,
1968, to April 22, 1964, and thereafter was paid workmen’s compensation
at ane rate of thirty-seven dollars per week from April 22, 1964, to July,

Whereas, his basic salary at the time of the shooting was five thousand
one hundred sixty dollars per annum, and at the present time he is receiv-
ing two-thirds of that sum; and
Whereas, his further uncompensated medical expenses total one
thousand dollars; and
Whereas, it is only right that J. Norman Dickens be compensated for
his loss, as he has no other remedy at law, the said Birdie Warren being
insolvent; now, therefore,
Be it enacted by the General Assembly of Virginia:
§ 1. There is therefore appropriated from the General Fund of the
State treasury the sum of eight thousand thirty-two dollars, represent-
ing compensation covering the period from April 22, 1964, to July Il,
1966, which is eleven thousand two hundred thirteen dollars, less four
thousand one hundred eighty-one dollars in workmen’s compensation re-
ceived, plus incurred medical expenses of one thousand dollars, to be paid
by the State Treasurer on warrant of the Comptroller to J. Norman
Dickens, upon execution by him of a release of all claims that he may
have against the Commonwealth as a result of his said injury.
