An Act to authorize councils of certain cities to adopt city sales tax
ordinances as emergency measures.

Be it enacted by the General Assembly of Virginia:
1. Notwithstanding any other provision of law, including any charter
provision, the council of any city of the first class, which city became a city
of the second class by transition from a town as of the beginning of the year
1968 and subsequently as of January 2, 1968, became a city of the first class
by proclamation of the Governor, may adopt a city sales tax ordinance
as an emergency measure, effective as of the first day of the month follow-
ing such adoption. A certified copy of such ordinance shall be forthwith
transmitted to the State Tax Commissioner so that it will be received by
him at least three days before the end of the month in which the ordinance
was adopted. Such ordinance shall in all ether respects conform to the
requirements of paragraphs (b) and (c) of § 58-441.49 of the Code of
irginia.
