An Act to amend and reenact § 21-6 of Article 2, Chapter 1 of Title 21,
of the Code of Virginia, relating to the vacancies and term of office
of members of the Virginia Soil and Water Conservation Commission.

Be it enacted by the General Assembly of Virginia:
Li That § 21-6 of the Code of Virginia be amended and reenacted as
ollows:
§ 21-6. How constituted—There is established, to serve as an
agency of the State and to perform the functions conferred upon it in this
chapter, the Virginia Soil and Water Conservation Commission. The
Commission shall consist of not less than eleven and not more than twelve
members. The following shall serve, ex officio, as members of the Com-
mission: The Director of Conservation and Economic Development, the
Director of the State * Cooperative Extension Service, the Director of *
Agriculture and Life Sciences, Virginia Polytechnic Institute, Research
Division, and the State Commissioner of Agriculture and * Commerce. One
member of the Commission shall be appointed by the Governor to serve
at the pleasure of the Governor, for a term coincident with that of the
Governor making the appointment; vacancies in the office of such ap-
pointed member shall be filled by the Governor. Six members of the
Commission shall be farmers, appointed by the Governor from a list *
consisting of two qualified nominees for each vacancy to be submitted by the
Executive Committee of the Association of Soil and Water Conservation
Districts and the Virginia Soil and Water Conservation Commission in
joint session, each for a term of * four years, and these members are not to
serve more than two successive four-year terms. This provision shall apply
to all new appointments and present members of the Commission at such
time they may be reappointed. * Other appointments to fill vacancies
shall be made in the same manner as described above, except that such
appointments shall be for the unexpired terms only. The Commission may
invite the Virginia State Conservationist, Soil Conservation Service, to
serve as an advisory, nonvoting member of the Commission. The Commis-
sion shall keep a record of its official actions, shall adopt a seal, which seal
shall be judicially noticed, and may perform such acts, hold such public
hearings, and promulgate such rules and regulations as may be necessary
for the execution of its functions under this chapter.
