An Act to appropriate funds available under § 908 of the Social Security
Act, as amended, for the acquisition of land, the erection of a build-
ing thereon and ‘for required improvements, facilities, paving, land-
scaping and fixed equipment in connection therewith; and to prescribe
the conditions for obligation and expenditure thereof. CH 744)

Be it enacted by the General Assembly of Virginia:
1. § 1. There is hereby appropriated out of funds made available to
this State under § 903 of the Social Security Act, as amended, the sum of
five hundred fifteen thousand dollars, or so much thereof as may be
necessary to be used, under the direction of the Virginia Employment
Commission, for the purpose of acquiring land and erecting a building
thereon for the use of such Commission, and for such improvements, fa-
cilities, paving, landscaping, and fixed equipment as may be required for
its proper use and operation by such Commission, provided that no land
shall be acquired or construction undertaken until ‘the Governor’s author-
ization has been granted for such acquisition and construction, and fur-
ther provided that the plans and specifications for the proposed building,
must be submitted to and approved by the Governor.
The money hereby appropriated shall be requisitioned as needed
by such Commission from the Unemployment Trust Fund maintained by
the Secretary of the United States Department of the Treasury and de-
posited in the Unemployment Compensation Administration Fund in
accordance with the provisions of §§ 60-92 and 60-94.1 of the Code of
Virginia of 1950 but shall remain a part of the Unemployment Trust Fund
until expended.
§ 8. No part of the money hereby appropriated may be obligated
after the expiration of the two-year period beginning with the date of
enactment of this act.
§ 4. The amount obligated pursuant to this act during any twelve-
month period beginning on July 1 and ending on the next June 30 shall
not exceed the amount by which (a) the aggregate of the amounts credited
to the account of this State pursuant to § 903 of the Social Security Act
during such twelve-month period and the nine preceding twelve-month
periods exceeds (b) the aggregate of the amounts obligated for adminis-
tration and paid out for benefits and charged against the amounts credited
to the account of this State pursuant to such section during such ten
twelve-month periods.
An emergency exists and this act is in force from its passage.
