An Act to amend and reenact § 58-4, of the Code of Virginia, relating
to employment, and removal of agents and employees, and the train-
ing of local employees engaged in the administration of the penal
system.

Be it enacted by the General Assembly of Virginia:
te That § 53-4 of the Code of Virginia be amended and reenacted as
ollows:
§ 53-4. The Director may engage, or authorize the engagement of,
such agents and employees as may be needed by him in the exercise of
the functions, duties and powers conferred or imposed upon him by this
title. Subject to the provisions of Chapter 9 of Title 2. [Chapter 10 (§ 2.1-
110 et seq.) of Title 2.1], all such agents and employees shall be removable
by the Director.
The Director shall assist in the training of personnel of local agencies
engaged in the administration of this Title and of Chapter 8 of Title
16.1. As authorized by the State Board and within the limits of available
funds the Director may conduct seminars or develop other training pro-
grams for local personnel. The State Board may provide for reimburse-
ment of such personnel for expenses incurred in attendance at such
training programs, from funds appropriated for criminal charges.
