An Act to amend and reenact §§ 23-138, 23-185.1, 28-185.2, 28-1854 and
28-185.5, of the Code of Virginia, and to amend the Code of Virginia
by adding thereto a section numbered 28-185.6, the amended and new
sections relating to the establishment of a Research Division of the
Virginia Polytechnic Institute, to transfer certain functions to this
Division, define its purposes and administration; to dispose of its
receipts and to appropriate funds therefor; and to repeal § 28-185.8.

Be it enacted by the General Assembly of Virginia:
1. That §§ 23-188, 23-135.1, 23-135.2, 23-135.4 and 23-135.5 of the Code
of Virginia be amended and reenacted and that the Code of Virginia be
amended by adding a section numbered 23-135.6, the amended and new
sections being as follows:
§ 23-133. * Thereis hereby established within the Virginia Polytech-
nic Institute a division to be known as the Research Division, hereinafter
referred to as the Division, which shall encompass the now existing Virginia
Agricultural Experiment Station and the Virginia Engineering Experiment
Station. Such Division shall be in all respects subject to the control and
supervision of the governing board of the institution.
§ 28-185.1. * The Virginia Agricultural Experiment Station and the
Virginia Engineering Experiment Station are hereby abolished as State
agencies and their functions are hereby transferred to the Research Divv-
sion of the Virginia Polytechnic Institute as created in § 28-188.
§ 28-135.2. The purpose of the * Division shall be to conduct re-
searches and * investigations and to establish *, publish and distribute
results in such forms as will tend to increase the economy, efficiency, and
safety of the * various enterprises and activities of interest to the State
and the nation, and to promote the conservation and economic utilization of
its natural and human resources.
§ 23-135.4. The board of visitors of the Virginia Polytechnic Institute
shall provide for the administration of such * Division through the regular
administrative and fiscal officers of the Virginia Polytechnic Institute and
shall make appointments to the administrative and research staff on
recommendation of the president of the Virginia Polytechnic Institute. *
§ 23-135.5. The Division may receive moneys from the State, the
federal government or private sources and all receipts of the * Division
shall be deposited to the credit of the general fund of the State treasury
and are hereby appropriated to the Virginia Polytechnic Institute to be used
exclusively for the purposes of the * Division.
§ 28-185.6. All acts and parts of acts relating to the Virginia
Agricultural Experiment Station and the Virginia Engineering Experiment
Station shall be construed as relating to the Research Division within the
Virginia Polytechnic Institute as established by this article, but no such
wi part of acts shall be construed as limiting the provisions of this
article.
2. § 23-135.8 of the Code of Virginia is repealed.
