An Act to authorized the Governor to convey certain formerly submerged
land to the city of Portsmouth.

Whereas, in recent years the city of Portsmouth has reclaimed by
filling certain submerged lands from the bed of the Elizabeth River in
Portsmouth, Virginia, abutting the property owned by it and the city
desires to perfect its title to such reclaimed lands by obtaining a con-
veyance thereof from the Commonwealth of Virginia; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. That the Governor is hereby authorized to convey to the city
of Portsmouth, all right, title and interest of the State in and to the
following described property:
All that certain piece or parcel of land containing approximately 35.781
acres, situate, lying and being in the city of Portsmouth, Virginia, and
being more particularly bounded and described as follows:
Beginning on the north side of Seaboard Avenue at a point 585 feet
west from the point where the west line of Spencer Avenue would intersect
the said north side of Seaboard Avenue; thence west along the north side
of Seaboard Avenue extended 1,712.14 feet; thence North 4° 39’ 00” West
839.85 feet to the bulkhead line; thence North 79° 47’ 05” East 1,701.89
feet along the bulkhead line to its intersection with the western boundary
of the property conveyed to the city by deed from the Commonwealth of
Virginia, dated April twenty-two, nineteen hundred sixty-four, duly re-
corded in the Clerk’s Office of the Court of Hustings for the city of Ports-
mouth, Virginia, in Deed Book 424, page 263 (authorized by Chapter 581,
Acts of Assembly, 1964, approved March 31, 1964); thence south along
said property line 989.82 feet, more or less, to the point of beginning.
§ 2. The deed conveying the aforesaid property shall be prepared
by the Attorney General and shall contain such covenants as may be appro-
priate under the circumstances.
2. An emergency exists and this act is in force from its passage.
