CHAPTER 491
An Act to amend the Code of Virginia by adding thereto a section num-
bered 68-291.1, relating to the establishment of resident facilities
for certain juveniles, the employment of necessary staff personnel
and appropriating funds therefor.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding thereto a section
numbered 63-291.1, as follows:
§ 63-291.1. The State Board of Welfare and Institutions is au-
thorized to establish and maintain such a system of halfway houses as
the Board may from time to time acquire, construct or rent for the tem-
porary care of older juveniles ready for release from the State training
schools, but who have no suitable homes to which they may be returned,
pending development of more permanent placement plans consisting of
adequate housing and suitable employment for such juveniles. The Board
is further authorized to employ necessary staff personnel for such facil-
ities and to adopt such rules and regulations for the operation of such
facilities, not inconsistent with the general laws of this State, as it may
deem appropriate.
