An Act to amend and reenact § 3.980 of Chapter 565 of the Acts of
Assembly of 1954, approved April 6, 1954, which chapter provided a
neu charter for city of Norton, the section relating to officers of
the city.

Be it enacted by the General Assembly of Virginia:
1. That § 3.930 of Chapter 565 of the Acts of Assembly of 1954,
meal a April 6, 1954, be amended and reenacted as follows:
§ 3.930. There shall be elected by the qualified voters of said city
on Tuesday after the first Monday in November, nineteen hundred and
fifty-seven and every four years thereafter, the following officers: a city
treasurer, a commissioner of the revenue, * a city sergeant and two
yustices of the peace for said city who shall hold their offices for four years
from the first day of January next succeeding their election, and until
their successors are duly elected and qualified unless sooner removed from
office. All of said elections shall be conducted under the general laws of
tre Commonwealth of Virginia and when two or more persons are running
for the same office of city treasurer, commissioner of the revenue or city
sergeant. the one receiving the highest number of votes shall be declared
elected. When two or more persons are running for the office of justice of
the peace, the two receiving the highest number of votes shall be declared
rlected. The council may at its discretion combine in one person an elective
and an appointive office, where the duties of such office do not conflict.
2. An emergency exists and this act is in force from its passage.
