April 7, 1942, which provided a charter for the city of Fredericksbur
by adding a new section numbered 8.1, relating to additional powe:

Be it enacted by the General Assembly of Virginia:
1. That Chapter 481 of the Acts of Assembly of 1942, approved April
1942, which provided a charter for the city of Fredericksburg, be amend
by adding a new section numbered 3.1, as follows:

3.1. The powers set forth in §§ 15.1-897, 15.1-898, 15.1-899 ar
15.1-900 of Chapter 18 of Title 15.1 of the Code of Virginia, as in for
