An Act to amend and reenact § 65-87 of the Code of Virginia, relating to
physicians for medical examination in workmen’s compensation cases.

Be it enacted by the General Assembly of Virginia:
ds That § 65-87 of the Code of Virginia be amended and reenacted as
ollows :
§ 65-87. The Commission or any member thereof may, upon the
application of either party or upon its own motion, appoint a disinter-
ested and duly qualified physician or surgeon to make any necessary medical]
examination * and to testify in respect thereto. Such physician or surgeon
shall be allowed traveling expenses and a reasonable fee to be fixed by the
ission.

Be it enacted by the General Assembly of Virginia:
= That § 36-49.1 of the Code of Virginia be amended and reenacted

§ 36-49.1. Whenever it appears to the governing body of any c
having a population of more than * seventy thousand, or any city havin:
population of not more than forty-five thousand nor less than twenty-th
thousand, or any city having a population of not more than sevent
thousand six hundred nor less than sixteen thousand, or any city hav.
@ population of not more than eleven thousand five hundred nor less tk
eleven thousand, or any city having a population of not more than fift
thousand nor less than * twelve thousand, a county having a populat
of not more than thirty-one thousand four hundred nor less than thir
one thousand three hundred, or a county having a population of more tl
four thousand inhabitants per square mile, that a portion of such city
county is deteriorating and may be eligible for conservation as provi
by this section, and such governing body adopts a resolution so declari
an authority may, in addition to other powers granted by this or any ot!
law, investigate such portion of the locality and select slum, blighted, de
riorated or deteriorating areas and prepare a plan for the conservat
thereof to be known as a “conservation plan.” Upon approval of such p
by the governing body of such city or county, the authority is specific:
empowered to do the following in order to carry out the work or und
taking, = called for in such plan (hereinafter called a “conservat
project’):
(1) To acquire property within such areas which is blighted, de:
nated for public use in the conservation plan, or the use or condition
which is inconsistent with the purposes of the conservation plan or.
provisions of the zoning ordinance or code of the city;
(2) To rehabilitate or clear property so acquired;
(8) To provide for the installation, construction or reconstruction
streets, utilities, parks, parking facilities, playgrounds, public buildings :
os hs improvements essential to the conservation or rehabilitat
planned;
(4) To make land or improvements so acquired available to priv
enterprise or public agencies (by sale, lease or retention of ownership
the authority itself) ; and
(5) To encourage and assist property owners or occupants within
conservation area to improve their respective holdings, by suggesting
proved standards for design, construction, maintenance and use of sg
properties and offering encouragement or assistance in other ways direc
toward prevention and elimination of blight.
The governing body shall conduct a public hearing prior to
proval of a conservation plan.
In any city having a population of more than 118,000 and less tl
114,000, the power of eminent domain conferred in § 86-50.1 of |
article shall be limited to properties designated for public use in the c
servation plan. ,
