CHAPTER 379
An Act to amend the Code of Virginia by adding in Title $ a chapter
numbered 6.1 consisting of sections numbered 8-44.1 through 8-44.8
relating to the Extension Division within the Virginia Polytechnic
Institute; tts functions; an appropriation therefor and the uses
thereof; authorizing localities to appropriate money therefor; the
duties of Virginia Polytechnic Institute to select personnel and su-
pervise work of Extension Division, and reports to be filed; reference
throughout Code; and to repeal Chapter 6 of Title 8 containing sec-
tions numbered 8-40 through 8-44 of the Code of Virginia, relating
to county demonstration work.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding in Title 3 a chapter
numbered 6.1 consisting of §§ 3-44.1 through 3-44.8 as follows:
§ 3-44.1. There is hereby established within the Virginia Poly-
technic Institute a division to be known as the Extension Division, here-
inafter referred to as the Division, which shall encompass the Coopera-
tive Extension Service, Technical Services, and General Extension and
subjects relating thereto, and which shall conduct educational programs
and disseminate useful and practical information to the people of the
Commonwealth of Virginia.
§ 3-44.2. The Division shall provide the people of the Common-
wealth information and knowledge through instruction and practical
demonstration in such fields as agriculture, business, industry, home eco-
nomics, resource development, 4-H Club work, and subjects relating
thereto, and imparting information on said subjects through demonstra-
tions, conferences, intensive courses, workshops, publications, meetings,
and otherwise; and the necessary printing and distribution of informa-
tion in connection with the foregoing; and this work shall be carried on
in such manner as may be mutually agreed upon by the Virginia Poly-
technic Institute, the United States Secretary of Agriculture, the United
States Secretary of Commerce, and other participating bodies.
§ 3-44.83. There is hereby authorized to be appropriated for the
purposes of this act such sums as the Assembly may from time to time
determine to be necessary. Any money that may be appropriated from
the general fund of the State treasury or received from any agency or
department of the federal government for the purposes of carrying out
this act shall be expended by the Virginia Polytechnic Institute through
the Division and shall be accounted for in the manner prescribed by ap-
plicable law or regulations.
§ 3-44.4. The said fund shall be used by the Virginia Polytechnic
Institute for the purpose of conducting educational work in such fields as
agriculture, business, industry, home economics, 4-H Clubs, resource de-
velopment, and subjects relating thereto, in the State of Virginia and in
cooperation with the several counties, cities, and other participating bodies
therein so far as said funds will permit. The said funds may be used for
defraying all necessary expenses, including the payment of salaries and
travel expenses, buying of equipment and supplies, and for other expenses
in connection with carrying out the work. ,
§ 3-44.5. The local governing bodies of the several counties and
cities of the State are hereby authorized and empowered to appropriate
out of the county or city funds for the support of such activities of the
Division such sums as said governing bodies may deem proper; the sums
so appropriated to be used in cooperation with the Virginia Polytechnic
Institute for paying such portions of the expenses of the Division and in
such manner as may be agreed upon by the Virginia Polytechnic Institute
and the local governing body. Funds appropriated by the governing bodies
of the county or city are to be supplemented by a sum or sums to be paid
out of funds appropriated by the General Assembly to the Virginia Poly-
technic Institute for the Division and such funds as may be allotted from
funds under its control.
§ 3-44.6. It shall be the duty of the Virginia Polytechnic Institute
in cooperation with the departments and agencies of the federal gov-
ernment, to exercise great care in the selection of personnel to carry out
the work and to supervise the work to see that it is properly done
throughout the State. The work shall be conducted under such rules and
regulations as may be adopted by the Virginia Polytechnic Institute in its
cooperative relation to the various departments and agencies of the fed-
eral government. The Virginia Polytechnic Institute is authorized to con-
duct work with both adults and youth through the Division.
§ 3-44.7. The Virginia Polytechnic Institute shall file such reports
on the activities of the Division as may be required by law and/or
requested by the Governor.
§ 3-44.8. All acts and parts of acts relating to the Virginia Agri-
cultural Extension Division of the Virginia Polytechnic Institute shall be
construed as relating to the Division as established by this chapter, but
no such act or part of an act shall be construed as limiting the provisions
of this chapter.
2. Chapter 6 of Title 3 consisting of §§ 3-40 through 3-44 of the Code
of Virginia is repealed.
