Be it enacted by the General Assembly of Virginia: —
. That § 68-52, as amended, of the Code of Virginia be amended and
eenacted as follows:
_§ 683-52. The local board in each county shall consist of five members,
‘esidents of the county, appointed by the judge of the circuit court of such
county provided that the governing body of any county may by resolution,
‘ither before or after the effective date of this act, limit such board mem-
ership to three members; and provided, further, that the governing body
of any county so limiting such board membership may by subsequent reso-
ution increase such board membership to five and rescind such limitation.
Upon resolution of the governing body, the local board in each county may
consist of one member from each magisterial district who shall be a resi-
dent of his respective district. In the event of an even number of districts
resulting in a tie vote, the court may appoint a tie-breaker to resolve the
question in conflict.
