An Act to direct the State Department of Health to establish and main-
tatn a center for research into the causes and treatment of the disease
of alcoholism.

Be it enacted by the General Assembly of Virginia:
1. § 1. The State Department of Health is directed to establish and
maintain a center for research into the causes and treatment of the
disease of alcoholism. The center shall be established at the Medical
College of Virginia by expansion of existing facilities of the College in-
sofar as possible and through the construction of new facilities as rer
to accomplish the purposes and provide the facilities set forth in §§ 3
and 4 of this act.
§ 2. The center shall be under the direct supervision of the Division
of Alcohol Studies and Rehabilitation.
§ 3. The basic functions of the center shall be the study and in-
vestigation, on a comprehensive basis, of the causes, treatment and pre-
vention of alcoholism and the education and training of doctors, nurses,
students, social workers and research workers in the causes and treat-
ment of alcoholism.
. Fhe center shall include, but not be limited to, the following
facilities and staff: (a) facilities for research into causes, diagnosis and
existing and new methods for treatment of alcoholism; (b) facilities of
approximately ten beds for acute emergency cases and the study of same;
(c) an intensive care unit of approximately twenty beds; (d) an in-
patient living unit of approximately twenty beds to test group therapy
and related treatment methods; (e) day care facilities to permit the
evaluation of treatment without hospitalization and transitional treat-
ment stages and facilities for outpatient care; (f) a conference area to
aid in teaching and instruction; and (¢g) staff adequate to perform the
research, investigative and educational functions of the center.
2. There is hereby appropriated from the Alcoholic Beverage Control
Fund to be expended in accordance with the provisions of this act, the sum
of one million dollars.
