An Act to authorize the Governor to restore the privilege of registering
and voting to persons convicted of certain felonies.

Be it enacted by the General Assembly of Virginia:
1. § 1. The Governor is hereby authorized to restore the privilege of
registering and voting in all elections held in this State to all persons who
were convicted of any felony prior to nineteen hundred forty-four, arising
out of the violation of any law, State or federal, enacted under the eight-
eenth amendment of the Constitution of the United States. Such restora-
tion may be done by executive order or proclamation, without specifically
naming any person or persons.
