An Act to amend and reenact § 6-482 of the Code of Virginia, relating to
inland and foreign bills of exchange. CH 11)

Be it enacted by the General Assembly of Virginia:
1. That § 6-482 of the Code of Virginia be amended and reenacted, as
follows:
§ 6-482. (1) An inland bill of exchange is a bill which is or on its
face purports to be both drawn and payable within * the United States.
Any other bill is a foreign bill.
(2) For the purposes of paragraph (1) hereof, “United States’’ means
the states, territories, dependencies and possessions of the United States,
the District of Columbia and Puerto Rico.
(8) Unless the contrary appears on the face of the bill, the holder
may treat it as an inland bill.
An Act to authorize the Board of Visitors of the College of William and
Mary in Virginia, to sell and convey certain property in the city of
Williamsburg to Colonial Williamsburg, Incorporated. rH 83)

Whereas, by deed dated September 5, 1945, the Commonwealth of
Virginia, the State Hospital Board and Eastern State Hospital conveyed
to the College of William and Mary in Virginia certain real estate lying
partly within the corporate limits of the city of Williamsburg and partly
within the county of James City, comprising approximately 207 acres with
improvements thereon, which deed was recorded in the Clerk’s Office of
the Circuit Court of the city of Williamsburg and James City County, on
September 11, 1945, in Deed Book 20, page 298; and
Whereas, the Board of Visitors of the College of William and Mary in
Virginia for a period of years has followed a general policy of retaining
College land for its future development and as a means of its fulfilling its
educational responsibility to the Commonwealth ; and
Whereas, the Board of Visitors of the College of William and Mary
in Virginia finds that an exception to this policy is justified in cases where
certain parcels of these lands are essential to the important and continuing
work of restoration and reconstruction of historically significant areas
within the city of Williamsburg and the county of James City, and where
such an exception in the opinion of the Board of Visitors does not jeopard-
ize the future educational interests of the College of William and Mary in
Virginia; and
Whereas, such an exception was recommended by the Board of Visitors
and approved by the General Assembly of Virginia by its Act of March 11,
1960, Chapter 259, whereby the Board of Visitors was authorized to sell
ae convey 13.73 acres of such land to Colonial Williamsburg, Incorpor-
ated ; an
Whereas, the Board of Visitors, pursuant to a vital interest mani-
fested by Colonial Williamsburg, Incorporated, desires to make a further
exception to its general policy of retaining College land in order to enable
a parcel of 8.71 acres, adjacent to the 13.73 acres previously authorized
for sale and conveyance by the aforesaid Act of March 11, 1960, to be sold
and conveyed to Colonial Williamsburg, Incorporated, thereby permitting
this entire tract to become a contiguous, compact, complete, and natural
trea fulfilling its historical restoration potential and, at the same time,
neeting an urgent civic need in providing a site for a new courthouse to
erve the city of Williamsburg and the county of James City; and
Whereas, the Board of Visitors of the said College has had the value
yf the said parcel of land appraised and the fair market price of the same
as been agreed to by Colonial Williamsburg, Incorporated ; now, therefore,
Be it enacted by the General Assembly of Virginia:
1 §1. The Board of Visitors of the College of William and Mary in
Jirginia is hereby authorized to sell and convey for the sum of two hun-
red eighty eight thousand dollars ($288,000.00) to Colonial Williamsburg,
ncorporated, all that certain piece or parcel of land, with improvements
hereon, lying and being in the city of Williamsburg, Virginia, comprising
.71 acres, and more particularly described as follows:
All that certain tract, piece or parcel of land containing 8.71 acres,
ituate in the City of Williamsburg, Virginia, as shown and set forth on a
lat entitled, “City of Williamsburg Virginia Plat Showing Boundary Sur-
rey of a Parcel of Land for Conveyance by The College of William and
Mary to Colonial Williamsburg, Inc.”, dated October 8, 1963, and made
by Vincent D. McManus, C. E., on which plat said property is more particu-
larly described as follows:
Beginning at a concrete monument where the northerly right of way
line of Tazewell Hall Avenue, the easterly occupational line of South Henry
Street and the property hereby described converge, thence N. 10° 59’ 10”
W. along the easterly occupational line of South Henry Street a distance of
121.91 feet to an iron pipe, thence N. 16° 30’ 00” E. along the easterly
occupational line of South Henry Street a distance of 155.47 ft. to an iron
pipe, thence N. 7° 03’ 40” E. along the easterly occupational line of South
Henry Street a distance of 64.88 ft. to an iron pipe, thence N. 85° 23’ 00” E.
a distance of 936.17 ft. to an iron pipe on the westerly right of way line of
property of the United States of America (Colonial Parkway), thence S.
1° 48’ E. along said right of way line a distance of 393.65 ft. to an iron
pipe, thence S. 15° 18’ W. along said right of way line a distance of 65.32
ft. to an iron pipe, thence S. 88° 48’ W. along said right of way line a dis-
tance of 360.00 ft. to a concrete monument on the northerly right of way
line of Tazewell Hall Avenue, thence N. 66° 12’ 20” W. along the northerly
right of way line of Tazewell Hall Avenue a distance of 43.35 ft. to a con-
crete monument, thence in a 4° 23’ 47” curve, central angle 19° 55’ radius
1303.24 ft. tangent 228.82 ft. along the northerly right of way line of Taze-
well Hall Avenue a distance of 453.02 ft. to a concrete monument, thence
S. 85° 53’ 20” W. along the northerly right of way line of Tazewell Hall
Avenue a distance of 109.62 ft. to a concrete monument, which is the point
of beginning; and said parcel being bounded on the West by the easterly
occupation line of South Henry Street, on the North by that property which
the College of William and Mary was authorized to sell to Colonial Wil-
liamsburg, Incorporated, by Chapter 259 of the Acts of the General Assem-
bly (1960) on the East by the property of the United States of America
(Colonial Parkway), and on the South by the property of the United States
of America (Colonial Parkway) and by the northerly right of way line of
Tazewell Hall Avenue, and being a portion of the property conveyed by
deed dated 5 September 1945, from Colgate W. Darden, Jr., Governor of
Virginia, et al, on behalf of the Commonwealth of Virginia and in the name
of Eastern State Hospital to the College of William and Mary in Virginia,
recorded in Williamsburg Deed Book 20, page 298.
§ 2. Such conveyance shall be by deed in form approved by the
Attorney General of Virginia.
§ 8. The net proceeds from the sale of said property shall be de-
posited in the State treasury to the credit of the College of William and
Mary in Virginia to be expended by the Rector and Visitors toward the
construction and equipment of a new library for the College in Williams-
burg, or for debt reduction, subject to the approval of the Governor.
