An Act to amend and reenact §§ 27-87 and 27-88 of the Code of Virginia,
relating to the authority of State Corporation Commission of Virginia
to prescribe uniform safety regulations for equipment for storing,
handling, transporting and utilizing liquefied petroleum gases.

Be it enacted by the General Assembly of Virginia:
1. That §§ 27-87 and 27-88 of the Code of Virginia be amended and
reenacted as follows:
§ 27-87. The State Corporation Commission, hereinafter referred to
as the Commission, shall make and promulgate regulations setting forth
minimum general standards covering the design, construction, location,
installation, and operation of equipment for storing, handling, transport-
ng by tank truck, tank trailer, and utilizing liquefied petroleum gases,
ind the installation of appliances and piping for use with liquefied petro-
leum gases and requiring the odorization of said gases and the degree
thereof. Said regulations shall be such as are reasonably necessary for
the protection of the health, welfare and safety of the public and persons
using such materials, and shall be in substantial conformity with the
generally accepted standards of safety concerning the same subject mat-
ter. Such regulations shall be adopted by the Commission only after a
public hearing thereon.
Regulations in substantial conformity with the published standards
of the National Board of Fire Underwriters for the * storage and handling
of liquefied petroleum gases and for the installation of gas appliances
and gas piping as recommended by the National Fire Protection Associa-
tion and as set forth in pamphlets number 58 and number 54 respectively,
of the National Board of Fire Underwriters, on January one, nineteen
hundred sixty-four, shall constitute substantial conformity with the gen-
erally accepted standards of safety concerning the same subject matter.
§ 27-88. All equipment for storing, handling and transporting liquefied
petroleum gas and all appliances and piping for use with liquefied petro-
leum gas shall be installed and maintained in a safe operating condition
and in conformity with the rules and regulations of the Commission
adopted under this chapter.
