An Act to authorize the State Council of Higher Education to make a study
and report upon the need for certain educational offerings and facili-
ties; and, upon certain conditions, to authorize the Governor to enter
into agreements concerning certain property for such purposes and
maintain the same; and to appropriate funds therefor. 3) En

Be it enacted by the General Assembly of Virginia:
1. § 1. The State Council of Higher Education, hereinafter referred
to as Council, is authorized and directed to make a study and report upon
the need for courses of instruction, hereinafter referred to as college
level courses, and for vocational and technical education above the high
school level, such study to be confined to the area reasonably convenient
to the Beef Cattle Research Station, in Warren County, and hereinafter
referred to as station. The Council shall consult with the proper author-
ities of the United States Government and determine, in addition to other
matters, the availability of certain facilities at such station to the State
and the desirability and suitability thereof for such college level courses
and for a technical education center above the high school level. The
Council shall begin its study as soon as may be and shall report to the
Governor not later than July one, nineteen hundred sixty-four as to its
findings and recommendations. All agencies of the State shall assist
the Council in its study.
§ 2. If the Council reports that no substantia] need exists for such
college level courses, vocational and technical education and necessary
ie facilities in such area, no further proceedings shall be had under
is act.
§ 3. If the Council determines that a substantial need exists in
such area for such college level courses and vocational and technical edu-
cation and physical facilities, and that such facilities are available for
a long period of time, to the State or to an agency thereof for reasonable
consideration, they shall so state in their report. The Governor in his
discretion is then authorized to enter into an agreement with appropriate
authorities of the federal government whereby the facilities are made
available to the State. Upon such agreement being entered into, the
Governor may provide for the maintenance of such property.
§ 4. If the report filed under § 3 shows that such vocational educa-
tion is needed in such area and that such facilities are available for, and
suited to, such use, the State Board of Technical Education, if established,
may, in addition to any other powers it may have by law, offer vocational
and technical education on such property.
2. There is hereby appropriated from the general fund of the State
treasury the sum of two thousand dollars, for the purpose of defraying
the cost of the study.
3. An emergency exists and this act is in force from its passage.
