CHAPTER 35
An Act to authorize the Governor and Attorney General to execute, in the
name of the Commonwealth, a deed or deeds conveying certain
property to the city of Portsmouth.

Whereas, the city of Portsmouth has planned redevelopment and
reuse of its downtown water front and has reclaimed, or plans to reclaim,
by bulkheading and filling, certain submerged land from the bed of
Crawford Bay and the Elizabeth River in Portsmouth, Virginia abutting
the property now, or formerly, owned by it, and the City desires to perfect
title to such reclaimed land by obtaining a conveyance thereof from the
Commonwealth of Virginia; now, therefore,
Be it enacted by the General Assembly of Virginia:
1, § 1. The Governor and the Attorney General are hereby authorized
in consideration of the premises and the payment of the sum of one dollar
($1.00) to execute in the name of the Commonwealth a proper deed of
conveyance under the lesser seal of the Commonwealth conveying unto
the city of Portsmouth, Virginia, its successors or assigns all its right,
title and interest, if any, in and to beds of Crawford Bay and Elizabeth
River in and to property described as: Property lying landward, and to
oot West, Southwest and South of a line more particularly identified as
ollows:
Beginning at a Pierhead line Station designated as S-5 located on the
Western side of the Southern branch of the Elizabeth River in the city
of Portsmouth, Virginia, 8.14 feet South of the Southern right of way
line of High Street extended Eastward to its intersection with said River;
thence from said point of beginning running North 5° 42’ 01” East 1100.04
feet to a Pierhead line Station designated as S-3; thence from said point
running North 4° 59’ 59” West 415.02 feet to Pierhead line Station desig-
nated as S-1; thence running North 13° 19’ 55” West 380.02 feet to Pier-
head point # “36”; thence running North 42° 26’ 49” West 28.33 feet
to a point on the face of an existing bulkhead; thence running along said
bulkhead South 78° 43’ 15” West 597.53 feet to a point at the end of said
bulkhead; thence running North 82° 58’ 48” West 444.79 feet to a point
designated as point Z which point is on the Northern right of way line
of Crawford Parkway; thence running Westwardly along the arc of a
curve to the left, said curve having a radius of 621.88 feet, a distance
of 95.14 feet; thence continuing along the Northern right of way line of
said Crawford Parkway North 87° 05’ West 910 feet, more or less, to the
existing bulkhead of Swimming Point Walk.
2. An emergency exists and this act is in force from its passage.
