An Act to direct the State Library Board to erect a certain historical
marker and to appropriate funds therefor. g

Be it enacted by the General Assembly of Virginia:
1. § 1. The State Library Board is hereby directed to erect an his-
torical marker near the site of the old elementary school in Manassas,
in Prince William County, Virginia, known as Ruffner School No. 1.
Such marker shall bear substantially the following words and phrases:

In the year 1869, prior to the establishment of the public free schools
in Virginia, a one room free school was founded by the people of Man-
assas. Its first teacher was Miss Elizabeth Chamberlain. This school
grew, and in 1900 provisions were made for instruction on the high
school level. The school was named for the first superintendent of public
instruction in Virginia, William H. Ruffner.
2. There is hereby appropriated from the general fund of the State
treasury to the State Library Board the sum of three hundred dollars
to be expended to carry out the purpose of this act.
