An Act to require the State Library Board to have prepared ana to erect
an historical marker at or near St. Stephen’s Parish. P

Be it enacted by the General Assembly of Virginia:
1. § 1. The State Library Board is hereby directed to have prepared
and to erect, prior to January one, nineteen hundred sixty-five, in an
appropriate location on the highway in Northumberland County, an his-
torical marker bearing substantially the following inscription:
ST. STEPHEN’S PARISH
UPPER AND LOWER
This marker is approximately the center of the large and flourishing
colonial Parish of St. Stephen’s, Upper and Lower, the church sites being
approximately six miles east and west hereof. Chickacone Parish was
formed in 1653. In 1664 the Parish was designated as Fairfield. The
upper parts of this Parish being quite removed from the lower, soon
became locally known as Cone, then in 1679, Bowtracy Parish. In 1698,
Fairfield and Bowtracy merged to form St. Stephen’s, and the two former
Parishes designated as the Upper and Lower parts thereof.
2. There is hereby appropriated to the State Library Board out of the
general fund of the State treasury a sum sufficient, not exceeding two
hundred dollars, for the purposes set forth in this act.
