CHAPTER 173
An Act to authorize the council of certain cities to establish an auxiliary
police force, and to prescribe the service and jurisdiction of such
policemen.

Be it enacted by the General Assembly of Virginia:
1. §1. In cities having a population of not less than 114,000 and not
more than 200,000 according to the last preceding United States census,
the council of any such city for the further preservation of the public
peace, safety and good order of the community shall have the power to
establish, equip and maintain an auxiliary police force. The members of
which when called into service as hereinafter provided shall have all the
powers and authority and all the immunities of constables at common law.
§ The council of any such city shall have authority to make such
appropriation or appropriations as may be necessary to arm, equip, uni-
form and maintain such auxiliary police force.
§ 8. The city manager of any such city shall appoint as auxiliary
policemen as many persons of good character as he shall deem necessary,
not to exceed the number fixed by ordinance adopted by the council of any
such city, and their appointment shall be revocable at any time by the
said city manager. The city manager shall have the authority to prescribe
the uniform, organization, and such rules and regulations as he shall deem
necessary for the operation of the said auxiliary police force.
§ 4. The city manager or the chief of police of any such city may
call into service such auxiliary policemen as may be deemed necessary (1)
in time of public emergency, (2) at such times as there are insufficient
number of regular policemen to preserve the peace, safety and good order
of the community, or (3) at any time for the purpose of training such
auxiliary policemen. At all times when performing such service, the mem-
bers of the auxiliary police force shall wear the uniform prescribed by the
city manager.
§ 5. The members of any such auxiliary police force shall not be
required to act beyond the limits of the jurisdiction of any such city
except when called upon to protect any public property belonging to such
city which may be located beyond its boundaries.
6. The members of such auxiliary police force shall serve as such
without compensation and shall not be subject to the provisions of any
law providing a civil service system for the members of the regular police
orce.
2. An emergency exists and this act is in force from its passage.
