CHAPTER 144
An Act to direct the Commission for Economy in Governmental Expen-
ditures to make certain studies and reports, to effectuate certain pro-
cedures, to require State agencies, institutions and officers to assist
and cooperate with such Commission; to provide for other matters
in connection therewith; to provide for the expenses thereof; and to
appropriate funds.

Be it enacted by the General Assembly of Virginia:
1. § 1. The Commission for Economy in Governmental Expenditures,
peneinatter referred to as Commission, is hereby directed to study and
evelop:
(a) Methods of further implementing uniform reporting for all State
institutions of higher education.
(b) Procedures necessary to effectuate separate budgeting, financing
and funding of auxiliary operations in State institutions of higher
earning.
(c) The inclusion of such additional information in the biennial
budget requests of State institutions of higher education as may be neces-
sary to enable the Governor and the General Assembly to evaluate and
meet the needs of publicly supported higher education in the Common-
th.
(d) Such other matters as are set forth in the biennial report of the
State Council of Higher Education to the Governor and General Assembly,
1962-64, as the Commission believes will lead to a more effective State
system of higher education.
The systems and procedures developed by the Commission pursuant
to this section shall be effectuated as soon as reasonably possible and, in
no event, later than July one, nineteen hundred sixty-five; and a report
thereon shall be made by the Commission to the Governor and General
Assembly by such date.
§ 2. The Division of the Budget, the Auditor of Public Accounts, the
State Council of Higher Education, each and every State-supported insti-
tution of higher education, the heads of such agencies and institutions,
and all other State agencies and institutions shall, upon request, assist the
Commission in making the study, in compiling and evaluating data for
the Commission, and in such other respects as the Commission may
require, and further shall furnish the Commission with information and
personnel at such times as the Commission may require.
2. The expenses incurred under this act shall be payable from the con-
tingent fund of the General Assembly.
