An Act to amend and reenact §§ 2, 3, 4, 5 and 8, as amended, of Chapter
288 of the Acts of Assembly of 1872, which became a law March 22,
1872, and which incorporated the town of Dumfries, in the county of
Prince William, the sections relating to the council and officers and
employees of the town.

Be it enacted by the General Assembly of Virginia:
1. That §§ 2, 3, 4, 5 and 8, as amended, of Chapter 288 of the Acts of
Assembly of 1872, which became a law March 22, 1872, be amended and
reenacted as follows:
§ 2. The government of said town shall be vested in a mayor and a
council of * siz persons, to be chosen * biennially, by ballot, on the *
second Tuesday in June, nineteen hundred sixty-four and biennially there-
after. Any person entitled to vote in the county of Prince William and
residing within the corporate limits of the said town, shall be entitled to
vote at all elections under this act of incorporation. * Such elections shall
be conducted by judges and clerks of elections appointed by the Electoral
Board of Prince William County, and the provisions of Article 5 of Chap-
ter 10 of Title 24 of the Code of Virginia shall apply thereto.
§ 3. The council shall hold its first meeting on the first * day of
September following. * The mayor * and the members of the council shall
hold office from the first * day of September for * terms of * two years
each and until their successors are elected and qualified. The said offi-
cers shall qualify by taking the oath of office before the clerk of the
council or some one authorized to administer oaths, and they shall be
liable to removal from office by the county court of Prince William in
the same way as county officers under the existing laws. All officers of
the corporation shall serve without compensation, except as hereinafter
provided. The said council shall appoint its own times of meeting, * four
members constituting a quorum. Any vacancy occurring in any of the
offices of the corporation shall be filled by said council.
§ 4. The mayor shall * preside over the council, * but shall have no
vote thereon except in case of a tie. He shall have the same jurisdiction
and power, and be entitled to the same fees as a justice of the peace for
the county of Prince William within the corporate limits of * the town.
§ 5. * The council shall appoint such officers and employees of the
town as may be necessary, including a town sergeant and town clerk tf,
desired, prescribe their duties, and fix their compensation.
* (a) The following persons shall constitute the mayor and
council of the town until their successors are duly elected and qualified:
Mayor, Edward W. Fraley; council members, Nick Katsarelis, Ruel W.
Waters, Cecil W. Garrison, Wilmer Porter, Guy R. Reynolds, and Randolph
S. Brawner.
(b) All actions of the mayor, council and officers and employees of the
town acting as such prior to the effective date of this act, are hereby
validated, ratified and confirmed.
2. An emergency exists and this act is in force from its passage.
