An Act to amend and reenact § 56-291.4, as amended, of the Code of
Virginia, relating to licensing and payment of license taxes on taxicabs
in certain counties. !

Be it enacted by the General Assembly of Virginia:
1. That § 56-291.4, as amended, of the Code of Virginia, be amended
and reenacted as follows:
§ 56-291.4. The board of supervisors or other governing body of
any county:
4 (1) Having a population in excess of * four thousand per square
mile;
(2) Having a population in excess of thirty-five thousand which
adjoins two cities having a population of not less than fifty thousand each;
(3) Adjoining a city having a population of more than one hundred
thousand and less than one hundred and fifty thousand;
(4) Having a population in excess of sixty thousand and an area
in excess of one thousand square miles;
(5) Having a population of more than forty-one thousand three
hundred and less than forty-one thousand nine hundred and a territorial
area of more than five hundred eighteen but less than five hundred twenty-
nine square miles;
(6) Adjoining the State of North Carolina and having a population
of more than eighteen thousand two hundred and fifty but less than
nineteen thousand seven hundred and fifty and having located within its
boundaries a town lying partly in such county and partly in another
county ;
(7) Adjoining the State of North Carolina and having a population
Hi oe thirty-one thousand nine hundred but less than thirty-two
ousand ;
(8) Having an area of less than seventy-two square miles;
(9) Having an area of more than three hundred ninety-six and less
than four hundred twelve square miles;
(10) Having an area of more than ninety but less than one hundred
thirty square miles and having two or more naval bases located within
its boundaries;
(11) Having a population of more than twenty-six thousand four
hundred fifty and less than twenty-six thousand six hundred; *
(12) Having a population of more than thirteen thousand and less
than fourteen thousand; *
(13) Having a population of not less than fifty thousand nor more
than fifty-one thousand five hundred; or
(14) Having a population of not less than one hundred thousand nor
more than one hundred and twenty-five thousand.
And the governing body of any town in any such county:
May require a license for and impose upon and collect a license tax
from every person, firm, association or corporation who or which operates
or intends to operate in such county or town any taxicab or other motor
vehicle for the transportation of passengers for a consideration. The tax
may be upon each such motor vehicle so operated. The board of supervisors
or other governing body of the county or the governing body of the town
may by ordinance provide for levying and collecting the tax and may
impose penalties for violations of the ordinance and for operating any
such motor vehicle without obtaining the required license.
