An Act to amend the Code of Virginia by adding in Title 16.1 a chapter
numbered 9, consisting of sections numbered 16.1-218 through 16.1-221,
to establish the Judicial Conference of Virginia for Courts Not of
Record, to prescribe its membership, functions, meetings and how
expenses shall be paid; and to appropriate funds. 3 148

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding in Title 16.1 a
chapter numbered 9, consisting of sections numbered 16.1-218 through
16.1-221, as follows:
Chapter 9
Judicial Conference of Virginia for Courts Not of Record.
§ 16.1-218. There is hereby established a Judicial Conference of
Virginia for Courts Not of Record whose active members shall be
the active judge and associate judge, or full time assistant judge of
every municipal, county and juvenile and domestic relations court of the
Commonwealth. The Attorney General of Virginia, the chairmen of the
Courts of Justice Committees of the Senate and House of Delegates,
the president and secretary of the Virginia State Bar and the president
and secretary of the Virginia State Bar Association shall be honorary
members of the Conference without voting privilege.
§ 16.1-219. The Conference shall elect from the judges of courts not
of record a president who shall be its presiding officer, and an executive
committee of seven of which the president shall be ex officio its chairman.
The Chief Justice of the Supreme Court of Appeals of Virginia may
designate the Executive Secretary of the Supreme Court of Appeals to
assist with the administrative work of the Conference.
§ 16.1-220. The Conference shall meet at least once in each calendar
year at the call of the Chief Justice or of the president and at such other
times as may be designated by him or by the executive committee for the
purpose of discussing and considering means and methods of improving
the administration of justice in this State. If any active member shall for
any cause be unable to attend, he shall promptly notify the president.
Unless excused from attendance, it shall be the duty of each active member
to attend and remain throughout the proceedings of the Conference.
§ 16.1-221. The active members and honorary members holding State
positions shall receive their actual expenses while in attendance at the
meetings of the Conference, and of the executive committee.
2. There is hereby appropriated for the purposes hereof from the gen-
eral fund of the State treasury for each year of the biennium beginning
July one, nineteen hundred sixty-two, the sum of thirteen thousand dollars.
