CHAPTER 611
An Act to provide for the gradual revision of the Code of Virginia under
the direction of the Virginia Code Commission; and to provide for a
study and revision of Title 14 of the Code of Virginia, and to recom-
mend changes in the Constitution of Virginia, and to appropriate
certain funds to the Virginia Code Commission.
[H 737]
Approved March 31, 1962
Whereas, Section 63 of the Constitution prohibits the enactment of
local, special or private laws in twenty instances, and there are other
sections of the Constitution requiring the enactment of general laws if
legislation upon specific subjects is to be adopted; and
Whereas, the adoption of legislation, general in nature but specific in
application, by means of classification, leads to many undesirable con-
sequences, not the least of which is the vast number of laws which must
be amended after each census; and
Whereas, it is more desirable to be able to describe the localities
involved in such legislation by the name of the locality rather than by
classification ; and
Whereas, it is most desirable that a study be undertaken to recommend
such changes in the Constitution as may be necessary to make it possible
to enact legislation involving localities by the names of the localities,
provided, however, such recommendations should be limited to those situa-
tions wherein localities are now described by means of classification; and
Whereas, Title 14 of the Code of Virginia has numerous instances of
classification legislation and it is desirable to reduce the content thereof
insofar as reasonably possible; now, therefore,
Be it enacted by the General Assembly of Virginia:
1, §1. The Code of Virginia shall be gradually revised by revising one
title at atime. In revising each title, all other sections of the Code relating
to the same subject matter shall be revised to the extent necessary. Ex-
perts shall be employed by the Virginia Code Commission to assist in the
project. The Commission may also accept the services of qualified volunteers
who are willing to serve without pay. Tentative drafts of proposed re-
visions shall be printed and circulated among interested persons and their
comments solicited.
§ 2. The Commission shall make the study referred to above; under-
take the revision of Title 14, and submit to the Governor and the General
Assembly, on or before October one, nineteen hundred sixty-three, a report
of its recommendations, together with suggested legislation necessary to
carry such recommendations into effect.
_ § 3. The Commission is authorized to expend funds made available
to it by this act for the purpose of paying the expenses of members of the
Commission, and the expenses of members of committees selected by it,
when engaged in the performance of duties imposed by this act, as well as
the salaries and expenses of persons employed by the Commission to work
on the revision of the titles of the Code herein mentioned, and other
expenses of the Commission properly chargeable to this project.
2. There is hereby appropriated to the Virginia Code Commission, to be
used solely for the purposes hereinabove set forth, a sum sufficient, esti-
mated at five thousand dollars.
