An Act to amend and reenact § 15-707, as amended, of the Code of Virginia,
relating to acquiring dumps for waste material. oH 712)

Be it enacted by the General Assembly of Virginia:
1. That § 15-707, as amended, of the Code of Virginia, be amended and
reenacted as follows:
§ 15-707. The governing bodies of counties are authorized in their
discretion to acquire by lease, gift, purchase or condemnation, land * for
the purpose of providing a dumping place for waste material including
abandoned automobiles. * No deleterious substance, which might be or
become a nuisance to adjoining property, shall be deposited on such dumps
nor any waste material from manufacturing or industrial plants. The
governing bodies of counties are vested with the power of eminent domain
insofar as the exercise of such power is necessary for the acquisition of
lands for the purposes of this section and in the exercise of such power
are vested with such powers and rights as are or which may hereafter be
vested by law in the governing bodies of counties and the procedure in such
condemnation suit or procedure shall be under the restrictions provided
by the general statutes of this State relative to the condemnation of land
so far as the same may be applicable and are not in conflict with provisions
of this section. All actions heretofore taken by the governing body of any
county are hereby validated *.
In any county * in which a dump for waste material has been es-
tablished as described above, it shall be unlawful to dump any such waste
material including abandoned automobiles except with the written consent
of the owner of the land. Any person dumping, or causing to be dumped,
any waste material including abandoned automobiles, except on public
dumps or with the written consent of the landowner, in any county in
which such a dump has been established shall be guilty of a misdemeanor
and punished accordingly.
