An Act to appropriate, subject to certain conditions, funds to the Virginia
Civil War Commission for a monument to Sgt. Richard Kirkland,
C.S.A., “The Angel of Marye’s Heights’. CH 254]

Whereas, all Southerners were inspired by the heroism of Sgt. Richard
Kirkland, C.S.A., who at the Battle of Fredericksburg, at great danger to
his own life, gave water from his own canteen to wounded enemies in
front of his own lines, thereby earning from them the designation “The
Angel of Marye’s Heights”; and
Whereas, the memory of this gallant South Carolinian, who gave his
life for his Cause at the Battle of Chickamauga, is perpetuated in the
Chapel of the Prince of Peace at Gettysburg, Pennsylvania, by a tablet
erected by those he succored, and it is fitting that a memorial to him be
erected on the spot where his bravest deed was done; now, therefore
Be it enacted by the General Assembly of Virginia:
1. §1. The Virginia Civil War Commission is directed to erect, with
funds appropriated herein, on the site of the Battle of Fredericksburg, a
suitable memorial to Sgt. Richard Kirkland, C.S.A., with a proper in-
scription reciting the story of his heroic conduct.
2. Any funds made available for the purposes of this act by the State of
Virginia through the Virginia Civil War Commission shall not be avail-
able for expenditure unless and until the State of South Carolina makes
available for the same purpose a like sum.
The Keeper of the Rolls of the State is directed to send a copy of this
act to the Governor, the President of the Senate and the Speaker of the
House of Representatives of the State of South Carolina.
