An Act to amend the Code of Virginia by adding sections numbered 46.1-
428.1 and 46.1-428.2, providing, respectively, for additional penalties
for fourth and subsequent convictions of certain offenses or com-
binations thereof, and for revocation of operators’ and chauffeurs’
licenses for additional periods therefor.

Be it enacted by the General Assembly of Virginia:
{. That the Code of Virginia be amended by adding sections numbered
16.1-423.1 and 46.1-423.2, as follows:
§ 46.1-423.1. If any person, having been convicted three times of
any offense or offenses set forth below, within a period of five years, be
ygain convicted of any one of such offenses within such five year period, he
shall, in addition to the penalty otherwise prescribed by law for suck
offense, be fined not less than one hundred dollars nor more than one thou-
sand dollars and confined in jail not less than three months nor more thar
twelve months. The offenses for a fourth conviction of which such penalties
may be imposed are the following: violations within Virginia of §§ 18.1-54
46.1-176, 46.1-191, 46.1-350, or of any similar ordinance of any county,
city or town in Virginia, and manslaughter involving the operation of a
motor vehicle, voluntary or involuntary. Provided, however, that for the
purposes of this section where more than one manslaughter conviction
results from a single act or omission, then only the first such conviction
shall constitute an offense.
§ 46.1-423.2. In addition to the penalties set forth in § 46.1-423.1, if
any person be convicted of a fourth offense as therein provided, the court
in which such conviction is had shall revoke the operator’s or chauffeur’s
license of such person for a period of five years.
