CHAPTER 355
An Act to amend and reenact § 10-12, as amended, of the Code of Vir-
ginia, relating to the Department of Conservation and Economic
Development, and § 10-128, as amended, § 10-180, as amended, § 10-
181 and § 10-132 of the Code of Virginia, relating to the Advisory
Council on the Virginia Economy, and to repeal §§ 10-122, 10-124
and 10-125 of the Code of Virginia, relating to the Division of Plan-
ning and Economic Development in the Department of Conservation
and Economic Development.

Be it enacted by the General Assembly of Virginia:
1. That §§ 10-12, as amended, 10-128, as amended, 10-130, as amended
10-131 and 10-132 of the Code of Virginia, be amended and reenacted a:
follows:
§ 10-12. The Board of Conservation and Economie Development shal)
formulate and establish the general policies and objectives of the Depart-
ment of Conservation and Economic Development which policies anc
objectives shall be executed by the Director. * The Board shall direct
the preparation of the budget of the Department and of the respective
divisions thereof for the consideration of the Governor in the discharge
of his duties in the preparation of the State budget for submission to the
General Assembly. The Board may institute investigations, and make
recommendations to the Governor upon his request or upon its own
motion.
§ 10-128. The members of the Council may make rules for their own
organization. The Division of Industrial Development and Planning *
shall serve as Secretariat to the Council.
§ 10-130. The Division of Industrial Development and Planning shall
serve the Council as its Secretariat or central administrative office and *
shall furnish the Council with the necessary stationery and supplies and
shall have done for the Council such printing as may be necessary.
§ 10-131. The Council shall act in a capacity advisory to the Governor
* upon matters relating to the Virginia economy. When requested by the
Governor * the Council shall investigate and consider such questions and
problems, so relating as may be submitted, and shall report its findings and
conclusions. The Council may also make recommendations to the Gover-
nor * upon its own initiative. The Council shall also endeavor to encourage
research designed to further new and more extensive use of the resources
of the Commonwealth, to review and initiate specific proposals, to place
such proposals effectively in the hands of groups and organizations, State
and local, to encourage and stimulate local governing bodies and private
business initiative, and generally to arouse public interest in the economic
resources of the Commonwealth.
§ 10-132. All reports and recommendations made by the Council
shall be made to the Governor *.
2. That §§ 10-122, 10-124 and 10-125 of the Code of Virginia are
repealed.
3. This act shall be in force and effect on and after July first, nineteen
hundred and sixty-two.
