An Act to authorize the State Board of Welfare and Institutions to grant
an easement to Steuart Investment Company over certain property,
and to prescribe the conditions thereof. tH 675}

Whereas, the Department of Welfare and Institutions, State Convict
Road Force, acquired a parcel of land situated in Prince William County,
Virginia on January nine, nineteen hundred sixty-one from J. L. Dawson,
et al. for the purposes of Camp +6; and
Whereas, prior to the deed of conveyance, the said J. L. Dawson had
conveyed a right-of-way easement through the property to Steuart Invest-
ment Company, a Delaware corporation, for purposes of constructing and
maintaining thereon an underground transmission pipeline, such convey-
ance having been made a matter of record in Deed Book 259, page 763, in
the Clerk’s office of the Circuit Court of Prince William County, Virginia,
on July thirty, nineteen hundred sixty, subject to the payment of the con-
sideration therein set forth.
Whereas, the said J. L. Dawson accepted the sum of one hundred
dollars toward the total consideration for the said conveyance of the
right-of-way easement; and
Whereas, the said J. L. Dawson subsequently agreed to an extension
in time for the exercise of the privileges granted in the aforementioned
right-of-way conveyance, and also agreed to a modification in the location
of such easement; and
Whereas, after the acquisition of said land by the Department of
Welfare and Institutions, the balance of the consideration for said ease-
ment was paid to said Department of Welfare and Institutions by said
Steuart Investment Company.
Be it enacted by the General Assembly of Virginia:
1. The State Board of Welfare and Institutions, with the approval of the
Governor in writing first obtained, is hereby authorized to grant to
Steuart Investment Company by deed in form approved by the Attorney
General, an easement, for the purpose of constructing and maintaining
thereon an underground transmission pipeline, over and through the prop-
erty acquired from J. L. Dawson, et al., in Prince William County, which
easement and conveyance shall be in accordance with the conveyance rec-
orded in Deed Book 259 at page 763 in the office of the Clerk of the Circuit
Court of Prince William County.
2. An emergency exists and this act is in force from its passage.
