CHAPTER 120
An Act to amend Chapter 34 of the Acts of Assembly of 1918, approved
February 7, 1918, which chapter provided a charter and special form
of government for the City of Norfolk, by adding thereto a section
numbered 11 (b) authorizing the council to create the position of city
architect and to prescribe his term, status, duties, and compensation.

Be it enacted by the General Assembly of Virginia:
1. That Chapter 34 of the Acts of Assembly of nineteen hundred eighteen,
approved February seven, nineteen hundred eighteen, be amended by
adding thereto a section numbered 11(b) as follows:
§ 11(b). The council is authorized to create the position of city
architect whose duties shall be to review, advise the council with regard
to and recommend approval or disapproval of the plans for the construc-
tion or reconditioning of all public buildings to be constructed or recondi-
tioned by the city, and such other duties as the council may prescribe. Such
city architect shall be elected by the council for an indefinite period and
shall serve at the will of the council, except that he shall not be removed
within twelve months from the date he assumes his duties, except for in-
competence, malfeasance, misfeasance, or neglect of duty. He shall re-
ceive such compensation as may be prescribed by the council, shall be
responsible only to the council, shall devote his full time to the duties of his
office, shall not be a member of the classified civil service, and shall be a
member of the employees’ retirement system of the city.
