An Act to appropriate funds available under § 908 of the Social Security
Act, as amended, for the acquisition of land, the erection of a building
thereon and for required improvements, facilities, paving, landscaping
and equipment in connection therewith; and to prescribe the condt-
tions for obligation and expenditure thereof. 8 125]

Be it enacted by the General Assembly of Virginia:
1. § 1. There is hereby appropriated out of funds made available to
this State under § 903 of the Social Security Act, as amended, the sum of
one million, five hundred thousand dollars, or so much thereof as may be
necessary to be used, under the direction of the Unemployment Compen-
sation Commission or the successor thereto by whatever name known, for
the purpose of preparing site and building plans, acquiring land and
erecting a building thereon for the use of such Commission or successor
and for such improvements, facilities, paving, landscaping, and equip-
ment as may be required for its proper use and for operation by such
Commission or successor. The construction of building will be in accord-
ance with the Manual for Planning and Execution of Capital Outlays,
Commonwealth of Virginia.
§ 2. The money hereby appropriated shall be requisitioned by such
Commission from the Unemployment Trust Fund maintained by the
Secretary of the United States Department of the Treasury and deposited
in the Unemployment Compensation Administration Fund in accordance
with the provisions of §§ 60-92 and 60-94.1 of the Code of Virginia of
1950 but shall remain a part of the Unemployment Trust Fund until ex-
pende
§ 3. No part of the money hereby appropriated may be obligated
after the expiration of the 2-year period beginning with the date of en-
actment of this Act.
§ 4. The amount obligated pursuant to this Act during any 12-
month period beginning on July 1 and ending on the next June 380 shall
not exceed the amount by which (a) the aggregate of the amounts credited
to the account of this State pursuant to § 903 of the Social Security Act
during such 12-month period and the four preceding 12-month periods
exceeds (b) the aggregate of the amounts obligated for administration
and paid out for benefits and charged against the amounts credited to the
account of this State pursuant to such section during such five 12-month
perio
2. An emergency exists and this Act is in force from its passage.
