CHAPTER 528
An Act to amend and reenact § 15-6 of the Code of Virginia, so as to
permit cities and towns to allow the temporary use of streets for
other than public purposes and to close such streets and alleys con-
nected therewith for public use and travel during the period of such
temporary use.

Be it enacted by the General Assembly of Virginia:
1. That § 15-6 of the Code of Virginia be amended and reenacted as
follows:
§ 15-6. Every city and town may:
(1) Lay off streets, walks or alleys, alter, improve and light the same
and have them kept in good order;
(2) Provide off-street automobile parking facilities and open the
same to the public, with or without charge;
(3) Lay off public grounds and provide all buildings proper for the
city or town, including a prison house and workhouse, and employ man-
agers, physicians, nurses and servants for the same and prescribe regula-
tions for their government and discipline and for persons therein ;
(4) Prescribe the time for holding markets and regulate the same;
(5) Prevent injury or annoyance from anything dangerous, offensive
or unhealthy and cause any nuisance to be abated;
(6) Regulate the keeping of ,Zunpowder or other combustibles and
provide magazines for the same;
: (7) Provide places for the i terment of the dead in or near the city
or town;
(8) Regulate the transportation of hay, coal or other articles through
the streets of the city or town; and
(9) Permit the temporary use of streets for other than public
purposes and to close such streets and alleys connected therewith for
public use and travel during the period of such temporary use; provided
nu matter advertising any thing or business is displayed in or on the
street in connection with such temporary use, and the person, firm, as-
sociation, organization or corporation so permitted to use the street fur-
nishes a ‘public liability and property damage insurance contract insuring
the liability of such person, firm, association, organization or corporation
for personal injury or death and damages to property resulting from such
temporary use in such amounts as shall be determined by the governing
body of the city or town, in which contract the city or town shall be
named as an additional insured; and provided further that when any street
closed is an extension of the State Highway System adequate provision is
made to detour through traffic.
2. An emergency exists and this act is in force from its passage.
